Summary/Abstract: This book collects scientific papers and reports presented on the conference ‘The Membership of Bulgaria in the EU: Twelve Years Later’ organized by the International Economic Relations and Business department at University of National and World Economy, Sofia, Bulgaria. The conference, held on 25 October 2019, was dedicated to the 90th anniversary of prof. D.Sc. (Econ) Marin Petrov. - Summary/Abstract:EU industry is funded by the European Regional Development Fund (ERDF) and it is a driver to the economic sustainability and competitiveness. The European priorities is to develop the economics sectors by technological and digital transformation and to increase competitiveness by internationalization and circular economy. The future cohesion policy (2021-2027) is aimed to boosting EU competitiveness through innovation, technological transformation, low-carbon economy and efficient use of natural resources. The growth of business activities is influenced by many factors, one of which is access for funding. The analysis focuses on the results of the Bulgarian program for innovation and competitiveness in terms of SMEs and industry development. The EU grant schemes have supported the technological modernization of the SMEs and start up innovative productions.

EU has the potential to become a world leader in this continues process of energy, technological and economic transformation which would contribute to preserving the Earth and the mankind. - Summary/Abstract:The objective of the research is to present the importance of the gas infrastructure of Romania for the energy security of the Balkans. The research methods used in the study involve elements of retrospective analysis, content analysis, table presentation and generalization of the main ideas of key strategic and regulatory documents on the topic. This is a conceptual study and a posteriori research approach has been followed for its development. The thesis of the paper is that Romania is a key player for the Balkan countries and the wider EU region gas security. Romania possesses a high capacity of installed and functioning powers for transition, generation and storage of natural gas, which is the main factor for its important role in the Balkan region and the EU energy security. The results of the research represent generalizations and analyses of the role and importance of the Romanian gas infrastructure for the region. The research results provide ground for evidence-based recommendations and decisions on the future policy measures in the gas energy sector and their implementation

- Summary/Abstract:The main purpose of this report is to review the mergers and the acquisitions in the Bulgarian logistics sector for the past two years which would be base for determining trends in the sector. Mergers and acquisitions are relatively new phenomena in the Bulgarian logistics. Traditionally the mergers and acquisitions market in Bulgaria is driven by international investors’ interests. According to 2019 data, Bulgaria sees rise in mergers and acquisitions with deals reaching USD927 billion on a country level. The logistics industry is developing at increasing pace and with record rise in the business through outsourcing which makes the sector even more appealing to the foreign investors.

- Summary/Abstract:The present paper provides an insight into shaping the EU‘s Digital Single Market – in terms of strategic pillars and priorities, as well as relevant national programmes and policies aimed at the digitalization of European enterprises. Via a comparative approach, a brief analysis of different measures and instruments – implemented by the member states and supporting the adoption of new technologies in line with the opportunities created by the rapidly expanding digital economy, has been also provided. As regards appropriate targeting (at macro, micro and sector levels), an important step would be to address areas that are crucial for the Industry 4.0 landscape. Bulgaria is lagging behind EU‘s best performers in this particular respect, despite the country‘s moderate assessment of available funding options and access to finance.

- Summary/Abstract:This paper studies the efficiency of tertiary education expenditure by a comparison between EU Member States in Central and Eastern Europe with respect to the effects related to the quality of education obtained through the application of the Data Envelopment Analysis (DEA) method. The paper introduces a new approach to measuring the outputs of tertiary education expenditure related to realization on the labour market and welfare. The results of the study show that, among seven CEE countries, EU member states, only in Romania efficiency of tertiary education expenditure is observed, while Bulgaria shows the largest deviation from the efficiency frontier.

- Summary/Abstract:According to the European Commission the road transport causes one fifth of the EU‘s total emissions of carbon dioxide (CO2), which are especially high in cities. A suggested solution to this situation is the introduction of electric vehicles (EV). However, evidence from European countries shows that, without any governmental support, the sales of EVs are low in comparison to other vehicles. A study conducted among Bulgarian and German managers in both European markets, Germany and Bulgaria, shows that car purchasers in are aware of the difference between pure electric and hybrid vehicles (HEVs), the characteristics and benefits of these cars for a long-term plan. As most car purchasers buy on the second-hand market in Bulgaria, the potential for sales of EVs and HEVs still seems limited. The study confirmed that consumers have a generally positive opinion about EVs. However, they expect that the purchase of EVs should be subsidized.

- Summary/Abstract:This article is part of a study by the author made in the 2016-2019 year of the Balkan Regional Development Agencies. Regional competitiveness is viewed in terms of psychological, cultural and behavioral aspects. These characteristics are specific to each territorial community and have a significant impact on economic processes and hence on the competitiveness of the region. The article presents the individual elements of the community culture of the territory, each element being defined individually in view of its importance as a factor for competitiveness. The author has used in his article the ideas of a number of authors with significant contributions in the field of psychological, social and cultural studies of the regions. At the end of the article the author has formulated conclusions that can be a starting point for taking into account the influence of psychological and cultural aspects of competitiveness and their incorporation into the policies for effective regional economic development.

- Summary/Abstract:Small and medium-sized enterprises (SMEs) play a vital role for the innovation, economic growth and competitiveness of the European Union. SMEs are 99% of businesses and employ more than 2/3 of the workforce in Europe. In order for SMEs to be actively involved in supporting innovative processes and contributing to EU economic growth, they need information and funding. Namely, the most pressing problems for small and medium-sized enterprises are access to finance. Specifically, traditional and alternative sources of MS funding are analyzed, highlighting their advantages and disadvantages. Based on the data collected and after analyzing the trends and problems on the topic, conclusions and recommendations are made regarding the models of financing of small and medium-sized enterprises.

- Summary/Abstract:Clusters are an important element of Europe‘s industrial landscape. In the recent years, clusters have become increasingly central to European Union and member – states policy as instruments for improving the competitiveness of local industries and fostering the innovative potential of small and medium-sized enterprises. However, in some countries, the result of implementing these measures and policies does not have the expected positive economic impact. Unfortunately, this is the case of Bulgaria, which necessitates the need to analyze the cluster policy implemented in the country. The main aim of this article is to analyze and evaluate the effectiveness of the implemented policy and the instruments for support the development of clusters in Bulgaria from 2004 to the present, identifying the challenges and making recommendations for improvement. In the article, the author makes reference to the good practices in the implementation of cluster policy at the level of the European Community and member- countries and outlines possibilities for increasing the efficiency of the implemented state cluster policy.

- Summary/Abstract:The objective of the research is to present the importance of the European Green Deal for the European economy. The paper reviews in a greater detail as a subject the structure of the Green deal proposal and its mechanisms. The utilized research methodology includes content analysis, analysis of statistical, historical data, graphics, conclusions and generalizations. The hypothesis is that the European Green Deal presents tremendous opportunity for the EU to lead the global course towards climate neutral economy and decarbonization. Significant changes to the existing socio-economic structures would follow. In preparation for that, the EU engages significant amount of public fiscal resource in the long transition to climate neutrality till 2050. The strategic fundamentals of the European Green Deal are highlighted by the European Commission, yet further legal acts and binding policies shall be implemented so that measures and commitments are enforced with efficacy. It concludes that combination between already existing and new policy instruments are introduced.

- Summary/Abstract:The theory of business management is changing rapidly, thus emerging concepts and paradigms are constantly being introduced and applied to organizational life. Knowledge management (KM) itself is not a new concept, but rather a newly structured one. The aim of this paper is to analyse its evolution and to investigate knowledge management‘s role as a managerial tool in organizations. The focus of this paper is on a systematic review of literature on knowledge management and emphasis is placed on the correlation between knowledge management strategy, information technology and the use of relevant tools and techniques to improve business performance. Attention is brought to emerging trends and new developments, such as a stronger focus on creating and integrating state of the art software solutions.

- Summary/Abstract:In September 2015 all 193 Member states of the United Nations adopted the 2030 Agenda for Sustainable development outlining the path for the development of the world, each country, the business and the nongovernmental sector. The inclusion of the 17 Sustainable Development Goals in business management processes is a precondition for increasing the investments and the trust in companies. In this report, the author aims to examine the involvement of Bulgarian business in achieving the Sustainable Development Goals and its attitude towards including the 2030 Agenda in its „agenda“.

There is a striving to identify a new economic paradigm with the pretense of finding a solution to existing economic problems. - Summary/Abstract:As of January 2007, the Instrument for Pre-Accession Assistance (IPA) replaces various EU instruments and programmes for pre-accession financing which had previously been functioning - PHARE, PHARE CBC, ISPA, SAPARD, CARDS and the financial instrument for Turkey. The aim of this article is to clarify the nature of the IPA which benefits Albania and the rest of the prospective candidate countries from the West Balkans in the past programming period (2007-2013) as well as the present one (2014-2020). The methodology of the research is based on content analysis – the content of fundamental EU strategic and legal documents was analysed as well as opinions expressed by both Albanian and Bulgarian academics in the field. The research results are conclusions about the way the IPA functions, the problems occurring in its course in Albania and recommendations for its continuation in the next programming period due to the importance of the economic sectors which are being financed through IPA in the countries from the Western Balkans region.

- Summary/Abstract:Safe haven assets protect from unexpected market volatility. In the past precious metals, currencies, stocks from definite sectors have been noted as safe haven assets. In different market volatility safe-havens react differently. There is no consistent idea. Investors sentiment is a constant market force, but it`s impossible always to be clearly defined. In times of economic stress like the Great Recession the flight to safe havens may produce surprising – even confounding – macroeconomic effects. Gold is a safe haven for investors during crisis. But it is not necessary to be in times of confidence in the fundamentals of the economy. Whilst most safe haven assets behaved as expected during the global financial crises, the dollar unexpectedly rose. In every uncertainty of the US equity market as well as the decline of the US dollar the investor may consider investing in a safe haven currencies like the yen or the Swiss franc. Bitcoin in particular has become more attractive to investors. It is not directly exposed to political forces provoking market turbulences and they weren't sure elsewhere.

- Summary/Abstract:The centralization of fiscal policies in the European Union (EU) countries is an ongoing process that has gained particular importance as a result of the last financial and economic crisis of 2008-2009. The approaches for conducting fiscal centralization as well as the level of delegation of competences are fostering a discussion about the architecture of the optimal fiscal union as part of the Economic and Monetary Union (EMU) within the EU. The cornerstone of the debate is how to make it possible for the national governments to possess with sufficient fiscal instruments and space while at the same time avoiding risks of excessive budget deficits. The establishment of advisory expert bodies was one of the steps the EU has taken to better coordinate national governments in regards to the sound management of public finances and transparency in the reporting and implementation of national budgets. The activity of the Fiscal Council in Bulgaria is regulated by law, but its opinions and conclusions are non-binding. Independent experts carry out a critical review of the implementation of the government’s fiscal program, provide evaluation and recommendations. However, the government does not have to comply with them. The question is whether this needs to change and, if so, will fiscal councils serve as a more federal form of control over national governments’ budgetary policies?

- Summary/Abstract:At the end of the second decade of the twenty-first century the world is changing rapidly. The rate of new technological innovations is unprecedented. Some changes are happening in the energy sector with strong interests from the stakeholders in the renewable energy and its role as a „cleaner― substitute of the conventional fossil fuels. This report is focused on a short term analysis of the development and the usage of renewable energy sources in light of the current changes in the business environment across the Globe. This is accomplished through analysis and synthesis of empirical information, content analysis of various publications on economical, political, environmental and ecological topics. The results show that the current phase of the business cycle is at its end and the next phase is forthcoming, which will have an immediate effect on the investments in renewable energy sources and their impact on the society.

- Summary/Abstract:The political and the institutional systems of the European Union (EC, the Union) are complicated system organized on many levels – regional, national and European. Many factors affect the organization and the functioning and the EC institutions. They face continuously in their work challenges and have to solve new arising problems in the current dynamic world. The normal work and the future development of EU as a unique political and economic organization of voluntarily joined European countries depends vastly on the institutional system abilities (capacity) to take on time efficient short-term and perspective decisions. In the present article we have tried to identify and to classify the most important challenges in the current development and the main factors – external (global) and internal, affecting the Union and as well as their complex effects and consequences.
