During the analysis of the results of digitalization, it becomes necessary to take the sociological component, along with statistical and financial ones, into account. Sociological index consists, first of all, in the understanding by the population of certain regions and countries of the processes and activities that are being held, the attitude to them and the readiness for the changes introduced by digital economy. This article provides data on the digital habituses of the population and their impact on the attitude to the development and implementation of digital technologies and the actions of the community within the framework of the current situation with digital technologies. It is shown in our research that about 25 percent of the population have habituses that do not explicitly or covertly support the development of new digital technologies. The influence of the habituses of the population on the attitude to the development and implementation of digital technologies, levels of digital literacy, protection of personal information, self-assessment of digital literacy and user level is determined.

Due to the spread of the pandemic, the learning system has changed which affected the students’ performance to master the English language appropriately inside classrooms. Social media is an essential means that facilitate the learning process for both learners and teachers. Therefore, this study aims to find out if the students are affected negatively or positively in their learning process through the use of social media during the COVID-19 pandemic, and how social media contributes to EFL students. This study has been carried out using a qualitative interview conducted with 9 (male and female) students. In this study, the findings revealed that third-year EFL students beneficially used social media applications; they were impacted positively by the adoption of social media in learning the English language. So, students’ learning performances were improved. Also, the COVID-19 pandemic affected their English language skills positively.

In the context of the current military conflicts, a series of consequences can be distinguished which, if a century ago they were exerted on the involved states and their neighbors, nowadays they develop over a much wider geographical area, sometimes even managing to encompass the global sphere. These economic-military implications of an armed conflict are accentuated in their speed of propagation in time and space, especially by the phenomenon of globalization which benefits from an ever wider development, in the context of technological advance from one day to the next. Under these conditions, any military action exercised on the territory of a state has a series of consequences, which are immediately manifested, from an economic point of view, here referring to the stock exchange, to the possibilities of investment at the local level, but also to imports and the exports of the respective state in correlation with the effects of the military conflict. Discussing the medium and long-term effects, these can vary depending on the geographical region where conflicts take place and the relations that the state has with its neighbors and what kind of global actor it is.

The paper investigates cognitive dissonance in the context of online shopping of electronic products. The study attempts to analyze the influence of product involvement and perceived risks on cognitive dissonance. To the best of the authors' knowledge, this is one of the first studies to assess the impact of perceived risks on cognitive dissonance in the online purchase of electronic products in an emerging and thriving market like India. This study contributes significantly in understanding online buying behavior in electronics product category which is currently growing exponentially due to the pandemic. The study further analyzes the impact of cognitive dissonance on satisfaction. It also attempts to address the impact of satisfaction on repurchase intention and Electronic Word of Mouth (EWOM). The study analyzed the reaction of 716 respondents to a structured self-administered questionnaire. Data were analyzed using Partial Least Squares-Structural Equation Modeling (PLS-SEM).The study reveals that cognitive dissonance significantly impacts satisfaction and satisfaction largely impacts repurchase intention and EWOM. The study further shows that product involvement influences cognitive dissonance. On the other hand, perceived risks did not have a significant relationship with cognitive dissonance.

Digital communications are part of the mandatory knowledge and skills that determine the degree of readiness for professional realization today. At the same time, they are an indispensable condition for social inclusion and an increasingly distinct indicator in determining the degree of development of modern societies. The article reviews the different reference frameworks of knowledge, skills, and competences in the field of digital communications, media literacy, new communication technologies, as well as the policies of the European Union in this area. The different reference frameworks can be used as a reliable tool by educational institutions to increase media literacy in general, but also to create a mechanism for more specialized professional education in the field of communications, especially in journalism, PR, and communication management.

The following article introduces the project Telepractice – support for children with neurodevelopmental disorders through behavioral interventions, which is a comprehensive model of online intervention in the field of applied behavioural analysis. The aim of the text is to describe the main outcomes of the project and their possible use in practice. The Telepractice website makes available to the public manuals and materials to provide online for individuals with autism spectrum disorder (ASD). The materials target both the implementation of the intervention itself, as well as its legal and administrative support and sharing of good practice. The individual outputs are based on applied research using various methods and techniques of data collection and analysis. Results of research are published in two papers describing the pilot testing of the elearning course and the subsequent delivery of the online intervention in the form of expert consultation. Results demonstrated that the program was socially valid and contributed to sklil gains and increased quality of life. Detailed evaluation of all project outputs provided room for further improvement online interventions for families of children with ASD.

This study aimed to examine the university students’ perception of boredom in leisure, internet addiction and perceived social competence level with regard to some variables, and to test the relationship between these variables. “Leisure Boredom Scale (LBS), “Young Internet Addiction Test-Short Form” (YIAT-SF), and Perceived Social Competence Scale (PSCS) were applied to totally 430 (217 female and 213 male) university students selected by convenience sampling method. For the analysis of the data, t-test, MANOVA, ANOVA and simple correlation tests were used. Results indicated that the gender were significant only in “satisfaction” subscales of “LBS” in favour of women participants. MANOVA results indicated that main effect of regularly physical activity participation on “LBS”, “PSCS” and “YIAT-SF” scores of participants. Further, there were statistically significant correlation between “LBS” and “YIAT-SF” and “PSCS” mean scores. As a result, it can be said that women participants manage their leisure or are aware of the psychological rewards of their leisure. However, regular physical activity participation is thought to provide low perception of boredom, high communication skills, sociability and online exploration behavior.

Significant transformations in postmodern society determine the need to form a space of digital communications and the involvement of information and communication technologies. Such trends make significant demands on various categories of professionals, including managers in the field of tourism. The aim of this research is to study the psychological peculiarities of morality in the representatives of digital Generations Y and Z in the field of tourism. In accordance with the aim, we paid attention to the study of such components of moral regulation as ethics attitude, moral foundations, justice sensitivity and moral disengagement. The research involved 200 participants being represented by volunteers from five regions of Ukraine, including 100 respondents in the age of 25-30 who formed part of the Generation Y group; the other 100 participants in the age of 18-23 formed the Generation Z group. The results show that millennials are more idealistic. The intercrossing of the factors of idealism and relativism allows us to characterize millennials as situationalists, and centennials as subjectivists. It is ascertained that millennials are characterised by such important moral foundations for judgments as “Faithfulness”, “Purity”, which is reflected in the greater importance of “Ethics of community”. At the same time, it was found that centennials place more emphasis on the moral foundations of care and justice, and as a result, they are more committed to the “Ethics of autonomy” and “Progressivism”. The research confirmed the uniqueness and specificity of the moral regulation of different digital generations of representatives of the tourism industry.

The article reveals the essential features and conditions of the long-term process of development of competitive innovation economy - knowledge economy on the example of Ukraine, where the dialogue of late postmodernism and early post-industrialism create special regional conditions. The article characterizes education as not just a form of social consciousness and practice, but as a social and cultural engine and simultaneously marker of civilization development level; considers higher education system from the point of view of society request to form specialists of high qualification level and as a result powerful factor of regional economic growth; offers the directions of Ukraine higher education reforming, which still has signs of late postmodernism.The authors of this article have proved that the synergy of the economic and educational-scientific spheres is capable of changing the global laws of society's existence and returning the course of history to a truly humanistic, technological and divinely attentive course. The development of innovative activities, the introduction of new technologies, which in the long term to overcome the negative trends, primarily related to the need for structural reform of the educational sector in Ukraine and other regions, which are attractors of world change. In particular, cardinal changes require higher education as the most important resource potential that determines the direction of sustainable economic development.

We investigate the notion of compromise in the strict preferential voting setting. We introduce divergence as an inverse measure of compromise in a collection of strict preferential votes. Classical functions of social choice theory are analyzed with respect to divergence. New social welfare functions and new social choice functions with the objective of compromise are defined directly from optimization of divergence and later analyzed with respect to the common desiderata of social choice theory. For a very natural function, a simple divergence minimizer, we prove it satisfies the properties of anonymity, neutrality, consistence, and continuity. Consequently, according to Young’s theorem of characterization it follows that this function is a scoring point function. Its scoring point vector is also given. Finally, we discuss the parameter p in the divergence measure which was introduced to address vagueness and fuzziness of compromise and to control for a variety of intended levels of compromise.

The advantages of social media, including rapid information dissemination and easy access at little or no cost to the user, have placed them at the heart of communications. As a result, regardless of who they are (e.g., governmental organisation, NGO, terrorist group), all strategic communicators today have to utilise social media. More specifically, it is necessary for strategic communicators to have a good understanding of how to guide word-of-mouth communications. While there is an emerging dialogue in the strategic communications journals about social media, it is still at a nascent stage. However, this area has received substantial attention from marketing scholars over the years. In this literature review paper, we aim to contribute to the development of this growing stream of research by summarising findings of the marketing literature on social media and word-of-mouth communications that are useful for strategic communications purposes. Overall, this paper has implications for the theory and practice of strategic communications.

s defense planning evolves and main defense planning documents are developed on the basis of emerging and new threats, the role of Media on both the internal and external environment rises. Innovative technology has meant the creation of social media, which in itself has become a distributer of shared information. This unprecedented flow of information has created an environment where real news and fake news are very difficult to tell apart. For security decision makers these is problematic as social pressure has to be mitigated if certain decisions necessary for achieving security goals and objectives are contested because of the spread of fake news. It is the aim of this paper to analyze by using the descriptive method how fake news have contributed to the impeding/ the implementation of decisions and assuring security measure in times of crisis. The case study that will be presented in the paper is that of the Covid-19 Pandemic and how measures to fight the pandemic have been affected by the spread of fake news. In the second part of the paper we will address means and ways by which the negative impact that media has on security and defense measures can be reduced and mitigated.

The way individuals make choices when faced with moral dilemmas defines them, gives them coherence, authenticity, and contributes to their self-image. When they are attracted to opposite and incompatible directions, people make choices that are predominantly dependent on irrational elements and, very rarely, rationality becomes a working criterion. Morality, principles of conduct, truth, fairness can take on different connotations depending on the pressures of the situation. Traditional examples of professions that often face moral dilemmas are soldiers or intelligence officers. In this paper, we aim to detail the specifics of a new profession, which puts skills of the future in the service of crime or of the community good, weather in time of peace or war, analyzing the dyad hacking/ethical hacking. We will use the Anonymous Group as a case study, an ideology with a specific specificity, which in the context of the Russian - Ukrainian war can turn into a community resource or may turn hacktivism into a source of future anarchism in society.

Digital public policy and national security threat management are shifting at a pace that is hardly ever synchronized. Both areas of expertise require different sets of incentives to move in one direction, nonetheless for implementing successful digital transformation strategies it is required to adapt to a common responsible approach of the toolkit that new technology offers in national security threat prevention. This study is set to outline that digital governance in an intelligence service that also assumes a digital presence is mainly represented by the framework of responsibility where role definition and decision-making are put into action. Therefore, digital governance in a national security structure means it is invested with powers by the law but also can delegate specific executive authority given the plethora of scenarios that can occur in order to efficiently prevent incidents that can potentially disrupt the status quo. Hence, it will firstly be outlined what security stands for today in a syncretic analysis that binds the principles of good governance and human rights using the filter of innovation in technology. Secondly, the paper will navigate through digital strategy, digital policy and digital standards in order to build the importance of the role of managing security disruptions that are considered possible threats to national security. A digital maturity may have been reached in national security organizationally-wise, but threats developed in the processes of future technologies must be the subject of the discussion to strengthen the wellbeing of our society.

The use of information and communication technologies (ICT) is an important element in the work of social workers. Recent progress in ICT creates fundamentally new opportunities for social work in the provision of social services, including high-quality and timely responses to the requests of vulnerable population groups and persons in crises. In the information sector, work in the social sphere requires knowledge and skills in effective search, accumulation, processing, storage, presentation, and transmission of data using computers and computer networks. A social worker must be able to use information and computer technologies both for self-development in the professional sphere and for organizing their daily practical activities and solving socially significant problems. Therefore, it is necessary to form and develop ICT competence in professional activities for the quality provision of social services. The purpose of the study is to determine the ICT tools used in the practical work of social workers in the provision of social services, the scope of ICT application, and the analysis of the needs of social workers in Kyiv regarding the introduction of ICT into the system of providing social services. An online survey of social workers of state and non-state organizations in Kyiv, which provide social services to vulnerable population groups and persons in crises, was conducted. The theoretical sampling method was used, which made it possible to formulate generalized recommendations regarding introducing ICT tools into the social services system. To determine the typical ICT tools and directions of ICT used in social work, an expert meeting was held with specialists of the Department of Information and Analytical Work of the Kyiv City Center of Social Services. Resource monitoring was used for the automated search of information on the Internet. The authors of the article researched the information and communication technologies used by social service providers in their work and highlighted the prospects of ICT tools in state and non-state organizations. The ICT tools that are most often used in the provision of social services have been determined as a result of a survey of social service workers of state and non-state organizations in Kyiv. These tools are grouped into three main categories: communication channels, information dissemination channels, and methods of building online service provision processes. The key needs of social workers regarding the use of ICT tools in the process of providing social services and the most typical challenges in the implementation of these technologies are presented in the article. The authors identified the advantages of using ICT in the provision of social services and proved the effectiveness of the use of electronic services as a quick and effective tool in the process of meeting the requests of vulnerable population groups. The prospects for the use of ICT in the provision of social services are highlighted as well. It has been shown that the use of information and communication technologies in the provision of social services will positively affect the quality of the provision of social assistance and social services. The use of these technologies by social institutions makes it possible not only to effectively respond to the challenges of the military situation in Ukraine but also to promptly respond to the requests and needs of social service recipients and provide them with quality services. The authors presented the main ICTs that can be used by social workers when providing social services.
