Argentina, at least so far, has no evident reason to cry for Cavallo’s neoliberalism (with all the controversies of this specifi c Argentinean model) since the (moderate) left socio-economic policies of Kirchner have fundamentally and effi ciently stabilized the Argentinean economy and society. Kirchner’s success and Cavallo’s failure (the Argentinean scenario) have essentially undermined the Washington Consensus as an “action plan” of the neo-liberal globalization.

Automobilska industrija u Kragujevcu 1953–1991

The automobile industry in Yugoslavia started in 1954 at the Crvena zastava factory in Kragujevac. A year before that, the workers` council at the former armament factory voted for introducing cars into their production. The licence was purchased from FIAT in 1954, and a small FIAT vehicle (fiat 600) was assembled at the small range. The new automobile factory was built with the start-up investment of 30 million dollars by FIAT in 1962, for the yearly output of 32 000 cars. It was soon rebuilt and expanded its capacity for the output of 82 000. That marked the beginning of the large scale automobile industry in Yugoslavia. Cars, especially the small-engine ones, were in high demand in the 1960s, but due to the small purchasing power of the Yugoslav population, they were mostly sold on credit. The most popular was "zastava 750", in production for the next 30 years. The Crvena zastava car factory started exporting its products in the early 1960s.

„Miesięcznik dla buchalteryi” – pierwsze polskie czasopismo fachowe z zakresu księgowości

The aim of the article is to present the first Polish professional journal in the field of bookkeeping published in Lviv in the 19th century, which was the source of knowledge for the accountants of that time. As a research method, critical analysis of source materials and literature of the subject has been used. The article discusses the layout, structure and content of the journal, making a division into two sections: bookkeeping and trade skills. Analysis of chosen articles allows identification of accounting issues addressed in that period and the recipients of the journal. The content of the journal is discussed in the context of socio-economic changes in Galicia at the turn of the 19th century.

On the basis of written sources and field materials, the article examines the phenomenonof the “Odessa cuisine” as a regional complex of food. In the context of thehistorical dynamics, it shows the role of the Balkan traditions in the formation anddevelopment of the everyday culture of the inhabitants of Odessa. Special attentionis paid to the current state of the trade subculture and, respectively, to the systemof the food traditions in Odessa. In particular, the article shows that there are manyproducts introduced by natives from the Balkans (first of all, Greeks and Bulgarians):eggplants, tomatoes, cheese, corn, mutton, grapes, etc. The regional dishes perceivedas “Odessaian” but having roots in the ethno-cultures of the above-mentioned communities,are developed on this basis. The text shows also the “blue” (eggplants) invarious variations of preparation and the “pshonka” (corn). Beside the national, theprofessional mass cuisine is also analyzed (restaurant); in it the Balkan substratumhas found its place a long time ago along with the Jewish, Ukrainian and Moldavian.In the menu of these institutions, there are surely a number of dishes with Balkanorigins. On the other hand, it is worth characterizing the special national restaurantsof Odessa (Bulgarian, Gagauzian, Greek).

Technology and eco-innovation are the two most powerful pillars in the accelerated development of the green economy. The aim of the present study is to analyze the measures that public authorities should take to accelerate the ecological transformation of production and to stimulate market realization of eco-efficient innovations. The traditional methods of induction and deduction, the historical and logical approach are used. The conclusion is that, in order to meet these challenges, profound structural transformations are required both in the technologies used so far and to a great extent in the use of new, technology-relevant technologies, innovations and the creation of new products and services that guarantee the possibility of sustainable development.

Article object – is to determine the principles and trends, which are forms the habitat of interaction of political relations in a modern Ukrainian society, using the conceptions of industrial and post-industrial societies. In the article the author made a try to start analyzes of Ukrainian political relations from the view of theoretical economy. Follow definitions were formulated: political market and its equilibrium, political demand and the political demand price, political supply and the real situation in political competition in Ukraine. The role of government in organizing of political processes and a corruption, as its result, has been analyzed. Also, the writer paid attention to problems of transforming modern Ukrainian society, according to conception of post-industrial civilization. As a result, we say: main barriers of forming „fair play” regulations of Ukrainian political market today are: monopolizing tendencies in a production resources ownership, slow tempo of forming citizen society, dominating of material needs under the un-material needs of society, which is based on the low life-living.

In a way, the global economic crisis sobered up the entire world – and Serbia to some extent. First of all, it laid bare the country’s dramatic economic situation. Serbia is still wasting its modest transitional potential on the delusion that its aspirations towards Bosnia-Herzegovina are viable. Against the backdrop of global turmoil and reshuffle Serbia can count on the support from EU and US only -- and the more so since it has established strong economic ties with the former. Besides, EU channels Serbia towards reforms meant to strengthen its economy in the long run and turn it competitive at the world market. The ruling coalition realized all this at long last – in those circumstances it has been leaning towards EU though faced with strong obstruction from the conservative bloc.

№055: From the Periphery to the Core? Central Europe and the Economic Crisis

As a new test case for the resistance of Central European economies, the Cyprus banking crisis has already renewed speculation that Slovenia could be the next Member State in need of a bail-out. While other states in the region have sounder public finances and banking sectors, each of them continues to be exposed to the on-going instabilities of the eurozone. More than four years into the economic crisis, the time is ripe for reflection on the changes that the region has undergone in this period. Principally, it can be seen that both the similarities and the differences between these economies have been brought to the surface. This, together with the future course of economic governance reform of the European Union, might further deepen intra-regional splitting in the future. Overall, however, Central Europe has a chance to improve its relative economic position in the EU in the mid to long run, as the region has weathered the crisis better than the EU average.

The article notes that, in view of the critical state of the housing and communal services of Ukraine, the financial support’ problem of the housing and communal services’ modernization has become a priority. In terms of financial decentralization, amount of funding of the housing and communal services from the state budget significantly decreased. It actualized the search of new housing and utilities enterprises financial support formation instruments, which must carry out considering the optimal structure of financial resources.Instruments, that provide an increase in the company's own financial resources, are corporatization, outsourcing, venture financing. Instruments, that provide an increase in the borrowed financial resources, are forfaiting, factoring, credit financing. Public-private partnerships and project financing provide increment of attracted financial resources. Benefits and drawbacks of each instrument have been determined. Нousing and utilities enterprises financial support formation instruments are closely correlated with its forms or sources of funding as directions of resources origin. The ability to combinatorial use of the financial support instruments enables the formation of the effective financial support mechanism by improving the financial resources’ mobilization process, which will help solve the problem of shortage.

The author has specified the IQR sense and determined efficiency criteria. The article considers modern transformations of the mechanisms of formation and distribution of an IQR of transnational corporations, which stipulates gaining surplus profits regardless of an intellectual component, but not due to it.

The purpose of the article are the study of economic and legal preconditions for the appearance of the modern mortgage system in the world as well as in Ukraine and the selection of the main stages and historical events in the development of world market of the mortgage.The history of the mortgage in the ancient world (Ancient Greece and the Roman Empire) and its development in the 21st century have been considered in this article. Also, the main historical features of the development of the mortgage in Ukraine until today have been presented. The modern model of Ukrainian mortgage market with an indication of the main features, fluence's factors and the preconditions for further development has been designed by the author. As a result, according to the author's opinion, the main negative factors for the development of the mortgage in Ukraine are: low income of the population, conditions of loans, the limitation of the long-term free financial resources of banks and others.Based on the studied material, the author has been allocated modern characteristics of the mortgage market of each of the selected countries. Also, the authors has been defined the modern factors that affect on the mortgage system, has been formed modern model of Ukrainian mortgage market, which is in a constant stage and has quite a few negative points today.

In the light of severe economic crisis, the governments of many countries resort to the different reform categories in order to contribute to the national economy recovery. On the road to the economic revival, the first step of the states mostly refers to the public sector reform. Within this framework, the reform of the public procurement system appears as an inevitable destination. In this article, the author deals with the system of public procurement in the Republic of Ireland, where, along with a brief historical review of the Irish public procurement system, the attention is paid to the current institutional and legal framework of public procurement, and future changes likewise. Within this, the author focuses on the question of future reforms and the recommended model of centralization of the Irish public procurement system.
