The article studies the winter masquerade custom of Turka, as the central object of investigation is its variant from the Romanian village of Cuciulata in Transylvania. In the course of more than a century, the outlook of this mask has remained almost unchanged. The author offers analyses on the altering functions of the mask as an artefact playing the roles of a ritual object and a museum exponent.

This article explores the changing approaches to the preservation and socialization of cultural heritage. The analysis of the normative documents of the leading international organizations in the field of cultural heritage – from the 50s of the twentieth century to the present day – shows a slow transition to the integration of people and communities in the processes of its preservation. This transition has three main phases: from separation of people and communities from the heritage, through awareness and access to it, and finally, to inclusion in the decision-making process concerning cultural heritage protection. The article also examines where Bulgaria is in this process and how these changes in cultural policies affect the mechanisms of protection of our cultural heritage.

Културни наследства и сетивна антропология – бележки от терена

The article offers observations and preliminary notes from the study of cultural heritages with a focus on sensory images and their perception, expression, and communication. Sensory and visual anthropology are applied as research tools in the context of their complementarity and adequacy in regards with specific spheres of study. The author presents some results of her fieldwork in the form of visual archives and short anthropological films, which give further knowledge of the senses and their instrumentalisation for the generation of meanings and values.

The paper describes the results from the research project “Sensory Ethnography of the City”. The authors discuss some aspects of the theoretical and practical models for the application of the sensory-ethnographic approach in urban studies. The focus of the study is on some multi-sensory aspects of the communication between people with disabilities and institutions. The field research in the framework of the project developed innovative methods, elaborated a theoretical model of the sensory aspects of the relationships between disabled people and institutions, and mapped the places where the citizens meet the administration. The final results of the project were a sensory exhibition, a conference, a book and a round table.

Взаимодействието културно наследство – творчество: как модните дизайнери преоткриват културното наследството като съвременен дизайн

The aim of the article is to outline and analyse the relationship between fashion and cultural heritage as a source of inspiration for fashion designers. Several examples of French fashion houses are considered, and fashion as art is discussed. In the highly competitive context of modern global fashion and luxury industry, creative practices and processes can be viewed in direct connection with cultural heritage. The interaction between cultural heritage and the creative process is strategic. It works at all levels and includes all components of the production chain, integrating the creation, design, production, and communication. Fashion designers, along with their aesthetic canons, rediscover archetypes, values and imagination, but rethink them in an appropriate, concrete and creative way. The designers offer new visions and meanings, as they experience original processes and approaches. Furthermore, they introduce social, political and cultural issues into the design philosophy, apply new craft skills in the design process or even utilize music and youth culture into the heritage of brands. In this way, cultural heritage is rediscovered as a modern and contemporary design.

The article discusses notions referring to the ruler and his body according to the pagan views of the Bulgarians in the epoch before Christianity was adopted in the Bulgarian lands. Drawing on written sources and material evidence, an attempt is made to interpret ideas, signs and objects which form the system of the ruler’s ideology. Typological similarities are pointed out between the ruler’s ideology of the Bulgarians and that of the peoples of the Eurasian Steppes, Central Asia, and with other peoples from the Migration period.

In Russian, unlike in Bulgarian, two forms of adjectives have been preserved – full and short, where the short form in the modern language can be used only in the predicative position. The proposed article on the basis of a parallel Russian-Bulgarian corpus examines the question by what means of expression in the Bulgarian language the opposition of the two forms of Russian adjectives is manifested, how the series of their semantic, stylistic and syntactic differences are translated, including their ability to express a temporary and / or permanent feature. It is shown that the Bulgarian language reacts differently in cases when the Russian full and short forms differ semantically, as well as when the difference between the Russian forms is stylistic or pragmatic. There are also discrepancies in the semantics of Russian and Bulgarian predicative adjectives with identical roots in view of their ability to indicate the stability of the feature (i.e. to mean a property, characteristic) or its actuality (temporary state).

Provoked by the one-sided placement of humorous texts in the space of Russian language textbooks for secondary school, the report focuses on the fuller disclosure of the linguo-didactic potential of these texts. For this purpose, part of the results of a large-scale survey is presented, establishing the attitudes of language teachers regarding an idea for the integration of humorous texts in Russian language classes. The analyzed results were obtained from answers to questions highlighting the possibility of including humorous texts in a variety of exercises and activities. The conclusions drawn show that texts containing humor can be an effective linguodidactic resource in learning the Russian language in secondary school.

ELECTORAL BONDS: A PERIL TO DEMOCRACY AND TRANSPARENT ELECTIONS IN INDIA

A democracy is built on free and fair elections. India is one of the world's most populous democratic countries. In 2018, the Indian government launched a new electoral bonds scheme to fund elections. Electoral bonds influence election funding and make it easier for corporate entities to conceal political donations by concealing the bond’s buyer and beneficiary details. The new electoral bonds scheme lures companies and facilitates money laundering. The present article critically evaluates the electoral bonds scheme by analyzing the various acts and statutes. However, the Indian judiciary evaded its role as guardian of the constitution and final interpreter of the constitution by not deciding the cases pending in court. The scheme provides an unfair advantage to the ruling party. Anonymity and secrecy harm accountability in a democracy. The new election funding scheme undermines transparency and fair elections. This new election funding scheme has exacerbated the situation in Indian democracy. This new mechanism of election funding keeps voters in the dark about whether the governing party favors corporate donations.

PROCESS TRACING AND PROFESSIONALIZATION OF POLITICAL CAMPAIGNS

Recent years have witnessed a significant inner transformation among political parties in both developed and developing democracies of the world. Different factors, such as changes in the structure of the media environment owing to the technological boom in the last two decades and changes in voting behavior, led to the transformation of the political parties in different democracies worldwide. Therefore, studying the patterns of this transformation has become an integral part of the current political science research. Early studies have demonstrated the indexes based on professionalization. However, limited studies have tried to examine the process of transformation relating to professionalization and are almost missing from the studies based on non-western democracies like India. Therefore, against this backdrop, this study tries to expand the literature by providing a theoretical framework consisting of causal mechanisms which would explain the process of professionalization of campaigns with special reference to Indian elections through the theory testing method of process tracing. The framework has been provided in a series of causal mechanisms to answer how the considered individual variables react when they come in contact. This paper concludes by justifying the conceptual framework of professionalization.

Ambient Advertising in Metaverse Smart Cities

The paper analyzes the main aspects of ambient advertising, metaverse and smart cities. This type of advertising is creative, relatively inexpensive and uses the context of a city’s area to provide a new experience to its residents and tourists. The article aims at displaying the overlapping of this marketing communication with the urban context and how both companies and municipalities could benefit from using it. The types of ambient advertising are studied, as well as their application in the communication of organizations with people in cities. Through content analysis and case studies the connection between ambient advertising and metaverse urban areas with its residents is studied. This paper adds on several previous studies [1, 2, 3] and some others in the context of smart cities and metaverse ambient advertising, while proposing an additional method of tracking user experience – eye tracking. Key elements of ambient advertising, the metaverse and smart cities are studied, as well as interactivity and connectivity. Through the analyzed examples the positive aspect of using this marketing communication is displayed, since it makes it possible for the residents to see the same environment in a new and interactive way. Thus, the connection between them and the urban space becomes stronger and more entertaining. This paper could be of interest to academicians and practitioners in the sphere of marketing and advertising, as well as representatives of municipalities, who aim at providing their residents an additional level of experience with the urban areas of the future.

The Conception and Discourse of Smart City

The article traces the emergence of the smart city concept, and how it has developed in the global North and the global South. The article further explores the discourses around smart cities as found mentioned in the scholarship, and in several attempts to define a rather ambiguous term smart city, exploring different aspects/dimensions/components of a smart city in general, and in relation to citizenship and rights, in particular. The discourses are broadly categorized under the themes of urban governance, citizenship rights and technology-society nexus. An understanding of the genealogy of the smart city concept and discourse would be helpful in understanding how the idea has taken space in urban governance with implications including on citizenship rights.

Utilization of Green Spaces as a Cost-Effective Strategy for Environmental and Health Risks Control in Residential Plots in Dar es Salaam City, Tanzania

The main objective of this study was to determine the cost-effectiveness of green spaces in controlling environmental and health risks in residential areas. The study aimed at comparing the costs of using green spaces and the costs of conventional infrastructure in controlling environmental and health risks. Many scholars have qualitatively reported that residential home greenery is recognized as an important component for the control of environmental and health risks. However, the cost-effectiveness of green spaces relative to man-made solutions for the same is not documented with certainty. The study deployed a questionnaire, field observation and measurement methods for data collection. The study revealed that, depending on location, residents face five major environmental and health risks; fugitive dust, violent wind, runoffs, animal habitat deterioration, soil erosion and flood water. The percentage of households using green spaces as a strategy for controlling the aforementioned risks is still minimal despite the high monetary saving. The majority of the respondents’ home greeneries are incorrectly orientated and home entrances appear to be more of a factor in determining where green space is located. With exception of risks of run-offs, utilization of green spaces in controlling environmental and health risks saves more than 90% of costs compared to costs for a man-made solution and 61% for run-off control. Results imply that there is a need for advocacy for greater realization of green space as a cost-effective strategy in controlling environmental and health risks among residents, environmentalists, planners and disaster risk practitioners in Dar e salaam City, Tanzania.

The purpose of this text is to take up an analysis of forms of civil disobedience, occurred during the pandemic in Europe. Referring to works of such authors as H. Arendt,J. Habermas, J. Rawls we argue that civil disobedience, more or less contextual and varying, depending on the phase of the pandemic and on the country, has lead to the crisis of representative democracy and to the crisis of the art of governing (in technical and strictly legal terms) of the expert type. In the same time, civil disobedience has been a manifestation of the vitality of a democratic life. Disobedience can be seen as a sovereign political act – a consequence of a conviction that trust agreement between the ruling and the governed has been broken. Thus the disobedience aims at fixing it. In this sense, the civil disobedience became the collective reflective moment of democratic life in the meaning of U. Beck (2001).

Tracing the Donbas miner movement’s role in Ukraine’s transition between 1989 and 1994

The article explores the impact of the miner strike movement in Donbas on the post--communist transition in Ukraine from 1989 to 1994. By focusing on the Donbas strike movement, its relationship with the nationalist intelligentsia, and a later co-optation of its mobilizing potential by regional elites, it provides an analysis of the agency of bottom-up social forces operating within a particular cultural framework during the transition period. The striking miners played a significant role in the reclamation of Ukrainian independence in 1991. Building on this momentum, Donbas politicians were able to politicize the already existing socio-cultural diversity of Ukrainian society and to define the fundamental political cleavage in Ukraine in self-serving, regionalist terms.
