Records management involves handling acts from their creation or reception, to the filing, or archiving. The paper will give a brief overview of the earlier regulations that regulated this area, as well as the regulations that are currently in use in Bosnia and Herzegovina. The paper will analyze the regulations which are one of the most important factors that influence the success of document management. The emphasis will be placed on uniformity and compliance with the regulations governing these areas in Bosnia and Herzegovina, entities and the Brcko District of Bosnia and Herzegovina, and especially in the part of the classification codes. The aim of this paper is to point out the importance of records management in the document management system, both in registries and archival management.

The aim of this paper is to highlight the importance of the systematic organization of curative and preventative protection of acid paper, which is stored in funds and collections of the Archives of Yugoslavia. This work presents the condition of the archival documents that are ruined by paper acid and it emphasizes the importance of deacidification process as the main strategy for paper maintenance. Therefore, the solution of conservation issues lies within the process of neutralization, used in order to dismiss the existing acid and coat paper fibers with the insulating material, which would prevent the future development ofacidity. Acidity of the paper is the important factor that affects durability, due to the fact that under the action of the acid bond, the molecules of cellulose are weak. Consequently, the paper becomes weak and brittle, so it may be converted into dust. Poor quality of newspapers, large quantities of lignin, acid additives (such as adhesives, fillers and bleach agent) as well as inadequate storage, inappropriate storing and inadequate microclimate conditions have led to documents vulnerability in funds and collections of the Archives of Yugoslavia. The Newspaper Collection of Archives of Yugoslavia will be presented as an example.

Scientific research in archives has long existed on the veryedge of archival science. In that sense, archival science made a clear distinctionbetween the activities of archivists and purely scientific research in the archives. This paper aims to point to these inconsistencies and turn the direction of archival science in order to further improve this field of archival activity. Therefore, we triedto describe and compare the views of older and new archival science on this issueand point to further development directions.

The paper outlines the historical development of registration and changesin jurisdiction over the functioning of citizens’ associations in Croatia between1945 and 1993. The latter was marked by the development of socialist socioeconomicrelations and their general impact on social and political life. Archival funds owned by the Vukovar State Archives bear witness to various developmental phases in the functioning of authorities, from the initial phase when the jurisdiction was held by bodies of internal affairs, followed by the moment it was transferredto the municipal bodies of general affairs during 1982, leading to to Croatian stateindependence and extensive reforms of the administrative structure in 1993. Assuch, they represent a valuable source for the study of our local history of civic andsocial life.

The purpose of this paper is to address the problems that arisein relation to the financial documentation of the benefit of the employment of theemployees in the registers, whose archival material is located in the Historicalarchives of Užice, after the bankruptcy or liquidation of a company. After receivinga large amount of archival material from bankruptcy or liquidation companiesdue to the uninterrupted transition of economy to the Republic of Serbia, Užice’sHistorical Archives received an increased number of requests from the Pension andDisability Fund regarding the release of data for accelerated work experience ofemployees in these companies. Despite legal procedures for the preservation of this type of archival material, it has been less then adequately preserved in record offices and in the Pension and Disability Fund.

This paper views problems related to the development of crochet software. It presents an approach for developing a software module representing crochet symbols for describing basic and advanced crochet stitches. The purpose is to develop a functionality that creates advanced crochet stitches made by combinations of basic ones. The module can be embedded in a crochet software to facilitate the process of crochet pattern design. The application is oriented to digital representation of crochet patterns, a part of old traditional costums and homemade textiles.

The article presents the activities carried out at the Scientific Library dedicated to the International Open Access Week, 2017 edition "Open to ..." OA Week in Balti inclu- ded several activities, involving 20 librarians, attended by 394 of users, including 33 tea- chers, 30 PhD students and master students, 331 students. Librarians urged members of the academic community to open and post research results in USARB's Open Recearch Archive (ORA USARB) to increase visibility and raise the rating of Balt institution.

The qualitative assessment of the results of scientific research through IT indicators and tools is a very current and debatable issue in the academic environment. The research presents the analysis of webometric indicators and Webometrics ranking methodology, especially the Ranking Web of Repositories, from the perspective of the further development of IR SUMPh taking into account world best practices. There are some recommendations on the development of IR in order to participate in this ranking.

In this article are presented information about the private collection Nicolae Varnay, integrated in the collections of USSRB, in 2015. The collection contains documents from all fields of human knowledge, but prevails the documents in the field of art and literature. Similarly, Hungarian-language books have a remarkable cultural interest. Particular attention is paid to rare editions, bibliophile books that are of interest in content and rarity, being published in the years 1868 - 1955.

Nowadays, the success of cultural institutions depends on determining the directions of organizational development and monitoring the obtained effects. The defined strategy should meet the needs of recipients, improve internal processes, take into account the development of employees and ensure financing of operations. Therefore, museums should use business-proven strategic management tools to facilitate strategy planning. One of them is the strategy map showing how the organization accomplishes the strategy and completes the mission. The main purpose of the article is to show the importance of the strategy map in the strategic management of the cultural institution and to present the process of implementing the strategy of the Muzeum Łazienki Królewskie w Warszawie using the strategy map. Achieving the goal required a literature review, including legal acts and case analysis.

The article deals with the stability of a new class of continuous-discrete systems - fuzzy linear hybrid impulse automata. Sufficient conditions of stability are obtained. In this publication, the collected data in the course of a survey are summarized, systemized and analyzed. The survey is conducted in the autumn of 2018 and is focused on the usage of the HTTPS protocol in the public web sites of Serbian banks. The scope of the survey is limited only to the public site of the particular bank and 27 web sites were explored. All of them belong to Serbian banks, which are licensed by the National Bank of Serbia. The HTTPS protocol in the last years is used as the default protocol by many web applications. The study shows that from all 27 Serbian banks licensed by the Serbian National Bank, 81.5% (22 banks) of the surveyed bank's sites are using HTTPS without problems, 11.1% (3 banks) are using HTTPS with some problems and 7,4% (2 banks) are not using HTTPS at all. From banks that are using HTTPS without any problems, the majority - 72.7% (16 banks) use simple Domain Validation (DV), and the rest - 27.2% (6 banks) use Extended Validation (EV) types of certificates. The most popular certification authorities are Thawte with share of 27.2% (6 banks), Go Daddy Secure Certificate Authority and GeoTrust - each with share of 18.1% (4 banks), cPanel Inc. Certification Authority - 13.6% (3 banks), and etc. One bank uses free certificate from Let's Encrypt Authority X3. The validity period varies from 3 months (typically issued from cPanel and Let's Encrypt) to 3 years (typically issued from Go Daddy). Only 7.4% (2 banks) of all Serbian banks are using the latest HTTP/2 protocol.

The article is devoted to the disclosure of the peculiar properties of the prevention of inflation within the framework of local taxation in Ukraine. Author emphasizes that spontaneity and the fundamental ineradicableness of inflation within the limits of human civilization require an adequate understanding of the specifics of restraining of this phenomenon in the tax sphere. In the article the effects of inflation on the tax system as a whole are considered, as well as the ways of the legal policy of prevention of inflation in the world are described. The elements of the juridical constructions of a number of local taxes and fees in Ukraine are analyzed and evaluated in detail. The main indicators for such an assessment are the tax base and the tax rate, because, firstly, they are typically expressed in monetary terms, and, secondly, their measures ultimately determine the assessed tax amount. The elements of the juridical constructions of such taxes are investigated in the article: tax on immovable property, other than a land plot, transport tax, land tax and land rent. Particular attention is paid to the principles and mechanisms of indexation of normative monetary evaluation of land plots, which is a necessary component of the tax rates in juridical constructions of land tax and land rent. A generalization is made that inflation transforms a number of tax principles, provided in the Tax Code of Ukraine, in particular the principles of fiscal adequacy, social justice, tax efficiency, tax neutrality and equability of tax payments.

There are numerous definitions of knowledge from Plato to contemporary scientists from different disciplines related to their specific context. Information science defines knowledge by establishing a hierarchy of knowledge through the relation of data-information-knowledge-wisdom or the knowledge pyramid. As knowledge is the most important resource for the economic development of modern society versus traditional resources such as land, work and capital, the wealth of a country lies in the knowledge of its inhabitants, or what is called human capital. The concept of knowledge management has been developed in the business world in order to improve the generation, adoption and application of knowledge. Various scientific disciplines are concerned with the study of this concept, including economics, philosophy and epistemology, computer science, sociology and social psychology. Nevertheless, knowledge management does not have a single definition. The hierarchy of data-information-knowledge-wisdom is also important in managing knowledge and its conceptualization. There are a multitude of different knowledge management systems in practice. Michael Earl explored them and made a typology of knowledge management schools called Earl’s Knowledge Management Taxonomy. Although it was published in 2001, Earl’s Taxonomy of Knowledge Management Schools is still the basis for researching different approaches to managing knowledge and reviewing future trends in the field and still it is the most sought after work in the area of knowledge management (Girard & Ribiere, 2016, pp. 182). Taking into consideration this fact, the aim of the paper is to present this taxonomy and characteristics of particular knowledge management schools as a way of monitoring the future development of the discipline.
