№059: Democratic Opposition Alone Will Not Bring Democracy to Egypt

The creation of a new, united secular opposition group in Egypt (the National Salvation Front, or NSF) in November 2012 met with a sigh of relief in Europe and the U.S. It is viewed as the only democratic force in a country torn between Islamism and reactionism. The NSF itself, however, represents but a fraction of society, lacks homogeneity, and seems to be driven by basic political motivations rather than a sense of responsibility, just like the Muslim Brotherhood (MB) and its affiliates. More than two years after the fall of Mubarak and a year after the first democratic presidential elections in Egypt, only national reconciliation can save the country, which has seen a series of unconstitutional developments, remains without a parliament, and is on the brink of bankruptcy. Without reconciliation, all political parties, including NSF, will continue to lose support.

№036: Belarus Before the Elections: The Struggle to Maintain the Status Quo

The campaign ahead of the elections to the Belarusian parliament, which are scheduled for September 23, shows the specific nature of its political system. The main factors that distinguish Belarus from democratic countries are the marginal importance of the parliament, concentration of power in the institution of the president, the almost invisible role of the opposition and a defective system of counting votes (such as early voting), which encourages fraud and manipulation of the results. At the same time, the authorities do everything possible to maintain the status quo in the country. Not only does that mean that no single oppositional candidate has a chance to get a mandate in parliament but also that Belarusian authorities will try to avoid implementing necessary reforms, such as liberalisation of the political system or privatisation of state-owned enterprises, because they are afraid of losing power.

We are pleased to announce the release of the joint PISM - FIIA report: Still Awake: The Beginnings of Arab Democratic Change, edited by Timo Behr (FIIA) and Patrycja Sasnal (PISM). With the deluge of focused policy analyses and daily news from the Middle East, the report attempts to look at the changes in the Arab world in a long-term and clearly structured perspective along with unorthodox conclusions. It examines five cases of political transition in the Arab world—Egypt, Libya, Morocco, Syria and Yemen—and summarizes the events so far and provides country-by-country timelines. Another distinct aspect of the report is that it has been produced by two major think tanks from European countries that do not have vital interests in the Middle East: Poland and Finland. Apart from the chapters authored by the editors it also features contributions from Hanna Ebeid (ACPSS, Egypt), Sylvia Colombo (IAI, Italy) and two Polish diplomats, Stanisław Guliński and Jakub Sławek.

Current developments in Turkey increase the political costs of Western leaders’ closer cooperation with President Recep Tayyip Erdoğan. At the same time, Turkey accuses its allies of hypocrisy and a lack of understanding. Thus, relations between Turkey and its Western allies remain at an impasse, which could force Turkish decision-makers to look for alternative solutions in the political and security spheres. This constitutes a challenge for the EU and the United States, especially in the face of a deterioration of relations with Russia and the migrant crisis.

Reforms Prospects in Lebanon in Light of the Mass Protests

In October, protests broke out in Lebanon following a proposal to introduce new taxes. The demonstrations, which were unprecedented in uniting members of all religious groups in Lebanon and led to the resignation of Prime Minister Saad al-Hariri, increased the chances the state will make economic reforms and fight corruption. The protesters demand new elections, which are highly unlikely because Hezbollah holds the dominant position in the government and has rejected this idea. A stable situation in Lebanon is in Poland’s interest as it provides aid to the country and Polish soldiers take part in the UNIFIL mission.

Bezprecedensowy charakter demonstracji, które zjednoczyły członków wszystkich grup wyznaniowych w Libanie i doprowadziły do rezygnacji premiera Sada al-Haririego, zwiększa szansę na reformy gospodarcze i walkę z korupcją. Protestujący domagają się nowych wyborów, które jednak są mało prawdopodobne ze względu na sprzeciw dominującego w rządzie Hezbollahu. Ustabilizowanie sytuacji leży w interesie Polski, która przekazuje Libanowi środki na pomoc rozwojową, a jej żołnierze biorą udział w misji UNIFIL.

China on the Hong Kong Protests: 2 Scenarios

The radicalisation of the protests in Hong Kong has destabilised its economy and public life. This contradicts Chinese Communist Party (CCP) propaganda of a region that since 1997 has successfully reunited with China. The Chinese authorities have not rejected the use of military force on the streets of Hong Kong but first will try to take control of the situation through the local authorities, who have reduced the freedom of assembly and authorised brutal actions by police. These measures break the resolution in the Sino-British declaration of 1984 and are violations of international law. If the situation in Hong Kong deteriorates further, the EU will be forced to take a more determined position.

Władze chińskie nie wykluczają wyprowadzenia wojska na ulice Hongkongu, ale w pierwszej kolejności próbują opanować sytuację za pośrednictwem lokalnej władzy. Ogranicza ona prawo do zgromadzeń i autoryzuje brutalne działania policji. Oznacza to łamanie postanowień deklaracji chińsko-brytyjskiej z 1984 r. i stanowi naruszenie prawa międzynarodowego. W przypadku zaostrzenia sytuacji w Hongkongu UE będzie zmuszona zająć bardziej zdecydowane stanowisko niż dotychczas.

The U.S. cancellation of peace talks with the Taliban means that the presidential election in Afghanistan planned for 28 September will take place in an environment of an escalating civil war. The most important challenge for the authorities is to ensure the security and credibility of the electoral process. Although the elections carry the risk of deepening the internal political crisis, they can also strengthen the position of the new president in possible government negotiations with the Taliban, which would give the country a chance to launch an intra-Afghan peace process. Western partners can support this approach by confirming their support for the new authorities and intensifying military pressure on the Taliban.

Choć wybory niosą ryzyko pogłębienia kryzysu wewnętrznego, mogą też doprowadzić do wzmocnienia pozycji nowego prezydenta w ewentualnych negocjacjach rządu z talibami. Taka sytuacja dawałaby szansę na uruchomienie wewnątrzafgańskiego procesu pokojowego. Zachodni partnerzy mogą wspomóc ten proces, potwierdzając wsparcie dla nowych władz i nasilając presję militarną na talibów.

Protests in Hungary: No Significant Consequences for the Government

Pogarszająca się sytuacja bezpieczeństwa w indyjskim stanie Dżammu i Kaszmir staje się coraz większym wyzwaniem dla Indii. Doniesienia o naruszeniach praw człowieka są coraz bardziej nagłaśniane. Masowe protesty Kaszmirczyków przeciw indyjskim władzom nie słabną, częstsza wymiana ognia na granicy z Pakistanem niesie ryzyko eskalacji konfliktu indyjsko-pakistańskiego. Mało prawdopodobne, żeby w najbliższym czasie udało się zaprowadzić pokój w regionie. Kaszmir pozostanie zatem źródłem niestabilności wewnętrznej Indii, punktem zapalnym wojny z Pakistanem i coraz większym problemem w indyjskich relacjach z UE.
