Both Turkey and Russia are using the truce to strengthen their military presence in this territory. The coronavirus pandemic may delay the resumption of fighting in Idlib, giving the EU time to prepare for a renewed escalation and attempts by Turkey to instrumentally use an exodus of Syrian refugees to exert pressure on the Union.

Implications of the Coronavirus Pandemic on the Stability of Iran and the Regional Situation

Iran’s official figures on cases and deaths from COVID-19 (the disease resulting from coronavirus, SARS-CoV-2) do not reflect the real scale of the pandemic in that country, which might be among the hardest hit in the world. The pandemic will deepen the economic crisis and disfunction of the state, becoming a challenge to Iran’s ruling elite. The regime might survive thanks to the security apparatus and, in parallel, continue its support of Shia militias in Lebanon, Iraq, and Yemen, and the Syrian government. Only the succession of power after Ali Khamenei will be the real test of the coherence of the Iranian elite, and in case of disruption, it might result in the collapse of Iran’s theocracy.

Pandemia pogłębi zapaść gospodarczą oraz dysfunkcjonalność państwa i będzie wyzwaniem dla elity rządzącej Iranem. Dzięki aparatowi bezpieczeństwa reżim będzie się jednak utrzymywał i nadal wspierał milicje szyickie w Libanie, Iraku i Jemenie oraz władze Syrii. Dopiero sukcesja władzy po Alim Chameneim będzie dla irańskiej elity testem spójności i – w razie jej zakłócenia – mogłaby skutkować upadkiem teokracji.

The spread of the COVID-19 pandemic to the U.S. was preceded by long-term predictions and numerous direct warnings of the dangerously evolving situation in China. Documents leaked to date suggest that all these signals were ignored by President Donald Trump and his advisors. This is why the Trump administration’s reaction at the beginning was to politicise the crisis, which will likely result in special investigation by Congress. Despite this issue, the early warning of biological threats and countering them may become a prospective area of cooperation within NATO and between the U.S. and European Union.

Dlatego kwestia reakcji administracji prezydenta w pierwszych tygodniach pandemii została upolityczniona i zaowocuje prawdopodobnie specjalnym dochodzeniem Kongresu. Pomimo tych problemów wczesne ostrzeganie o zagrożeniach biologicznych i usuwanie ich skutków mogą stać się perspektywicznymi obszarami współpracy w NATO oraz UE z USA.

Ukraina: DCFTA mimo wszystko

DCFTA – unijno-ukraińskie porozumienie o strefie wolnego handlu wejdzie w życie 1 stycznia 2016 r. Efektem będą konkretne, choć nie natychmiastowe, ekonomiczne korzyści dla Ukrainy, ale też zapowiedziane już nałożenie na nią sankcji przez Rosję, w tym embargo na import żywności. Długoterminowo DCFTA pozwoli jednak Ukrainie na przyjęcie większości przepisów prawa unijnego i zbliżenie z UE, a także na poprawę standardów i konkurencyjności gospodarki. Ukraińskim władzom potrzebne jest polityczne i finansowe wsparcie ze strony Unii Europejskiej w pierwszym okresie obowiązywania umowy, zwłaszcza przy przeciwdziałaniu rosyjskim sankcjom.

Ataki terrorystyczne w Paryżu nie zapoczątkowały nowego terroryzmu w Europie, ponieważ państwa członkowskie UE od co najmniej trzech lat są zagrożone zamachami, które przeprowadzają weterani Państwa Islamskiego powracający z Syrii lub osoby motywowane przez tę organizację. Walka z tym zagrożeniem przysparza członkom UE wielu trudności i można się spodziewać, że Francja będzie naciskać na nadanie mu większego priorytetu w strategiach bezpieczeństwa państw członkowskich. Na te wezwania będą też musiały odpowiedzieć państwa Europy Środkowej, w mniejszym stopniu zagrożone terroryzmem niż zachodnioeuropejskie.

This landmark free-trade agreement leaves the European Union behind and will make it more challenging to defend its economic interests. However, the EU should not rush to complete trade agreements, such as the Transatlantic Trade and Investment Partnership, but should take care to secure its goals and defend its economic interests.
