Investigating threats related to financial security to minimize and eliminate the negative impacts and encroachments of fraud attempts on people, businesses, the state and the EU are current security issues and challenges. The Internet has become a hyper-attractive place for criminals, as they often use tricks and promises to obtain money or valuable banking information. The techniques and tactics used are increasingly innovative and difficult to detect and deserve a thorough review in order to protect potential victims of bank fraud from threats. In this direction is the application of the unlimited possibilities of artificial intelligence.

The entrance of artificial intelligence in our lives is expected to lead to the disappearance of many professions. Even though the digital transformation will probably create many other jobs, training and education will have key role for the development of skills that would avoid the long-term unemployment. New perspectives for products and services appear including in sectors like green and circular economy, sustainability agriculture, healthcare. Artificial intelligence could help for the optimization of supply chains, improvement of the machine maintenance, increase in productivity, improvement of the quality of service and energy saving. The application of artificial intelligence in the public sector could reduce costs and offer new possibilities for the public transport, education, energy management, recycling and waste management. It could contribute for better healthcare, safer vehicles, personalized and cheaper products. The work places could become safer with the use of robots and the development of new industries will create new work places.

Artificial intelligence with its many possibilities is relevant to the needs of the agrarian economy, insofar as it is a basic branch in the structure of the national economy. Ensuring sustainability in the development of the agrarian economy is closely related to one of the manifestations of artificial intelligence – digitization. As stated in the Strategy for Digitization of Agriculture and Rural Areas of the Republic of Bulgaria [5], „digitalization allows the agrarian economy to realize its high potential and reap the same successes as the high-tech spheres of the economy: increasing productivity, adding value, improving quality and safety, and thus income and quality of life, drastically reducing pollution to sustainable levels, flexible and quick response to market trends“. The application of artificial intelligence in this regard needs to bring the Bulgarian agricultural legislation in line with the specifics of artificial intelligence, respectively the creation of new up-to-date legal norms in this area.

The development and implementation of artificial intelligence (AI) is largely determined by the development and potential of the anthropogenic factor. This means the availability of sufficient specialists, on the one hand, related to specific knowledge in the specific field, as well as skills for scientific research activity using appropriate methods and means to prove characteristics and trends. On the other hand, the implementation of the results in a practical environment and the teaching experience about the usefulness of introducing intelligent systems in a wider environment is also determined by human potential. Today, the „fourth industrial revolution“ in the agricultural sector is particularly important and necessary, i.e. digital agriculture to be the basis of the modern agrarian revolution in the Republic of Bulgaria. It is only through wide application of scientific achievements and innovations that it is possible to achieve quality results in agriculture. The modern economy today is characterized by the rapid entry of artificial intelligence AI, which is changing a number of economic sectors, including and agriculture and the rural economy, as territory. Society as a whole is facing sweeping transformations and a new technological revolution. In our country, AI as a key tool of development is entering more slowly, but more importantly, it is becoming a catalyst for the need for digital transformation.

The report aims to present the advantage of using the innovative approach to human resource management through emotional intelligence (EI). The applicability of EI in organizations in different social spheres in crisis situations is increasingly demonstrating its importance. There is still uncertainty in clarifying some key theoretical constructs in this direction, which in the report is part of the conceptual focus. On the basis of the theoretical clarification of the main characteristics of EI, some ideas have been presented, allowing for better approbation of these approaches in the practice of modern organizations in the context of effective crisis management. The authors argue that knowledge of EI and its active application in human resources management can lead to higher efficiency and motivation of employees to get out of the spiral of crises and abrupt changes of a different nature.

Public manipulations in modern politics – an invariable element of the structure of hybrid governance

The current report examines the essence of public manipulation in modern politics in modern politics, refracted through the prism of hybrid governance – a new phenomenon characteristics of the era of the „information society“. The main marketing elements on which the manipulative process is based are presented. The fundamental concepts, including „political communication“, „information“, „political propaganda“, etc., are briefly examined. Attention is paid to artificial intelligence and the importance of modern mass media. The main aim of the study is to establish (still only at a theoretical level) where the tangent lies between public manipulation and hybrid governance and which of its two main components is subject to manipulative interventions. In conclusion, we distinguish between „hybrid gover¬nance“ (characteristic of domestic politics) and „hybrid wars“ (on the international stage). The text presents both the author's theses, definitions and assumptions, as well as opinions and theoretical constructions of the widely recognized authorities on the subject in Bulgaria, among whom are G. Manolov, T. Mitev, M. Mirchev, G. Yankov, P. Todorov, D. Kanev, A. Todorov, I. Nikolov, D. Peycheva, V. Stanev, G. Angelova, etc., as well as on some Internet sources.

The security of performance evaluations of employees in the state administration is a function of its regulation in the normative documents on evaluation and the quality of their implementation. This proposition mainly shows the practical determinism of security and the forms of its manifestation. The latter are measurable with the evaluation competencies of the evaluator and supervising manager, as well as with the self-evaluation of the evaluated employees. In this sense, estimates are presented for the security of the evaluations of the performance of the employees in the Bulgarian state administration generated in the last 10 years.

The role of artificial intelligence is an essential point in the theology of Islam, which, as a religion of nearly 1.7 billion people, occupies an important place in the way of life of the Muslim community. In Islamic theology, it is categorically stated that Allah „created“ man, gave him water, fruits and sustenance. This moment of the Holy Qur'an shows that any attempt to change this basic thesis will be rejected and not recognized by the Muslim community. Its uniqueness is a fundamental postulate in Islam, and this can be the basis for rejecting artificial intelligence. Thus, in certain situations, with just one fatwa, the relationship between Muslims and Christians in Europe can be changed in a very short time in a negative aspect, and artificial intelligence can become an occasion for a holy war (jihad). The subject of an impending conflict between artificial intelligence and Islamic theology is real. At this stage, these processes are not yet registered, but they are coming as a serious test for the future of humanity.

The emergence and development of new information and communication technologies has opened up vast opportunities for people to communicate, create and distribute content through multiple services and platforms, exercising their rights on and off the Internet. They have become the new center of attraction for active information exchange due to their accessibility, sense of community and understanding between its members. The direct communication is both the advantage and the disadvantage of this type of media. Along with their indisputable advantages, their main disadvantage was also discovered - the possibility of being used as a means of disinformation among the public and subsequent manipulation through the spread of so-called „fake news“. This article examines the possibilities of using artificial intelligence systems as a tool in the fight against fake news, summarizing scientific research on the subject. At the same time, the issue of the risks of using artificial intelligence systems to freedom of speech is also discussed.
