Summary/Abstract: The Organization for the Prohibition of Chemical Weapons (OPCW) has set up an Investigation and Identification Team (EII), responsible for identifying entities that have used chemical weapons in Syria. The main mandate is to identify and report relevant information on the origin of chemical weapons attacks in Syria to the OPCW Investigation Mission (MI-OPCW) whose primary mandate is to determine whether such weapons have been used and situations where the JOINT UN Investigation Mechanism could not identify the entities responsible for the use of chemical weapons, given that they did not have an explicit mandate to do so. The EII is composed of a multidisciplinary team, including experienced investigators, intelligence analysts, as well as a legislative expert, coordinated by a person appointed by the Director-General of the Technical Secretariat of the organization. The team operates impartially and objectively and is part of the OPCW Technical Secretariat. In this context, the Technical Secretariat of the OPCW shall regularly provide reports on the investigations carried out on the Executive Board of the OPCW and the UN Secretary-General for information and assessment of the situation.
