Summary/Abstract: Analyzing the forms of state and the issue of sovereignty, the author pays special attention to the problem of sovereignty from the aspect of monarchy and republic, democratic and autocratic political regime, the form of state governance and the governmental system. Similarly to the general regularities that exist in emerging and changing of the forms of state, there are, also, general regularities affecting sovereignty and, consequently, the author observes them within that context.
