Summary/Abstract: In this paper, the author considers corruption as a evil social phenomenon, and as the "disease" of all societies in all times. It is not a "privilege" and a product of our society because it’s already existing in all times and in all societies. About corruption, a long time ago, Aristotel thought uttered when he said "In homine est duplex natura...". Systematically, when we think about corruption, it itself implies the definitions well as the causes and reasons of appearances. It is a phenomenon that threatens the values of a given society, while at the same time, it means determination of the ways and means for its development and its suppression. Author corruption observe from the perspective of politics and public administration and in this segment he based this whole article, and emphasizes that other spheres of social activity are not exempt from the problem of corruption (justice, health, local government, economy, science, education, etc.).
