PUBLIC ADMINISTRATION – A FACTOR FOR BETTER LIFE IN THE CROSS-BORDER REGIONS

Summary/Abstract: This elaboration presents the key role of the local administration in the public sphere, engaged in implementation of cooperation and development projects, for the improvement of the living standards in the cross-border regions of Bulgaria. Opportunities of the funding programmes are reviewed. The importance of the obligations of the specialized administration is described. Needed capacity within the local public institutions for preparation and implementation of projects is analyzed. Requirements towards the employees are indicated. Approaches for selection and attraction of qualified personnel are offered, as well as methods for increasing the qualification, stimulation and retention of the available personnel.
