Summary/Abstract: This paper presents accents deriving from the investigations in the process of the elaboration of the dissertation with the topic “Management of Projects under International Programmes for Regional Cooperation with the Participation of Bulgaria”. In the present period, when Bulgaria as EU member state, has to take an active and adequate part in the regional challenges that go beyond the national borders, the role of the administration, the civil society and the scientific circles is crucial and the transformation aiming at adaptation to multinational environment and decreasing the regional disparities in the life standards is a necessity. Major object of the study are the human resources for management and implementation of the programmes for cross-border cooperation with the participation of Bulgaria – representatives of the structures planning, coordinating, monitoring, controlling and auditing implementation (Joint Secretariats; Managing, Certifying and Audit Organs and Monitoring Committees) and representatives of the projects’ implementing bodies (beneficiaries – implementation project units and consultants).On the base of EU, bilateral and national legislative documents and research in the actual management and implementation of the territorial programmes for cooperation with the participation of Bulgaria, the existing problems and inconsistencies were identified and analyzed and an attempt is made to address them as well as to capitalize on the established positive practices for the starting new Programme Framework of the EC.
