Summary/Abstract: The aim of this article is to demonstrate to what extent the historical dimension acts as an explanation for the development of the Romanian civil society and also to show how the long decades of manipulation, indoctrination, repression and reprisals left a significant imprint on attributes such as docility, compliance, submissiveness and resignation, that prove to be specific characteristics of the Romanian population after the collapse of the communism (U-turn). Proceeding from theoretical concepts such as „transformation“ as an essential step in the consolidation of a democratic system and from the main features of political culture, the paper samples out the Phanariot and the communist period as pivotal historical moments for the outlining of a civil community and later of a necessitated civil society, thus trying to formulate some hypotheses on the conjuncture of the Romanian civil society in the first decades after 1989.
