Summary/Abstract: Civil society” designates a sphere of voluntary associations and informal networks in which individuals and groups engage in activities of public relevance: private institutions, non-restrictive freedom of expression, religious freedom and a constant direct involvement in civic life. It differs from the public activities of the government through its voluntariness and from the private activities of the markets as it aspires to a common platform and public welfare. On the basis of the three problem areas of system transformations - termination of the old regime, the institutionalization of democracy and the consolidation phase with the implicit limits of knowledge, lack of protagonists and the institutions’ rebuilding phase – an attempt will be made to outline along general lines the Romanian civil society and the local political culture.
