Summary/Abstract: According to some research on information systems in local governments in Bosnia and Herzegovina, there is an absolute dominance of proprietary software - very low prevalence of Free and open-source software (FOSS). Experiences of migration to FOSS in European Union countries show that, given the user needs and requirements, it is possible to replace part of the commercial software with appropriate FOSS software alternatives while maintaining the same level of efficiency. In this paper, we present some of benefits and risks of FOSS solutions from the technical, economic and legal side, which is important to consider when making decisions about migration.
