Summary/Abstract: This paper, presented through the reality, of the permissive rules conferred to the elected officials and of decision no. 761 of 17 December 2014 of the Constitutional Court, aims to analyze the content of GEO 55/2014 in a critical vision under two aspects, namely: in terms of how that rules of legislative technique are violated and relating to the diversion of the purpose of legislating. We take into consideration that a regulation must comply with the constitutional requirements and to the rule of law principles, issues that we believe have been violated by the enactment analyzed.
