Summary/Abstract: Since the 15th and 16th century, the Ottoman system and mentality has begun to change along with the solvent, transformative and destructive effects of many internal and external factors. Although the change occurred more rapidly and more clearly especially in administrative, financial and military structures, it is necessary to take into account a longterm process in order to realize the change in mentality. This research aims to examine the transformation of the traditional Ottoman mentality, in the context of the 19th century, through the understanding of the “other”. For this purpose, the course of mentality change has been tried to be determined through the words that define or characterize the European, which represents the “other” in the Ottoman Empire.
