Summary/Abstract: Legislative bodies can support a policy of comprehensive collection of all written cultural heritage by finding constructive solutions to all challenges that the institute of legal deposit faces, especially for those that are connected with the aspect of digital preservation of materials collected by the legal deposit principle. The concept of depository library as an institution that collects, preserves, promotes and provides access to cultural heritage of each country should not be interpreted as a concept that is in conflict with the copyright holders. Therefore as an integral part of copyright law exceptions and limitations of interest to libraries and their users should be included. These limits are powerful instruments that balance the needs of all about the institute of legal deposit parties involved. When they are on stable legal principles structured they allow depository libraries to reproduce the copyrighted works in order to preserve them and allow them to use advanced technologies in long-term preservation of copyrighted works.
