Summary/Abstract: This article addresses the issue of public sector information being made available in an open format for free, re-use and sharing by anyone for any purpose. This data is accessible, free, well described and structured, including metadata, and easy to machine process. The study outlines the main definitions, essence, meaning and benefits of opening data for the development of society. It focuses on the political, social, economic, operational and technical benefits of open data.Attention has been paid to the requirements for readability and machine readability of the data. The concepts of "linked data" and "big data" are clarified. The state of open data in Bulgaria has been analyzed since the birth of the idea in 2014 until today, when the initiative has been turned into the policy of our country on the path of transparent management.The research findings are based on the use of an extensive literature review of reports, scientific publications, official documents, statistical information and data.
