Summary/Abstract: Irrespective of changes that political power is subdued to, its most important element remains effectiveness, as it is impossible to manage a state efficiently or implement political objectives if they turn out to be unrealistic. Generally, it is not due to the scope of the implemented objectives, but first of all due to lack of people properly trained for the tasks. To express it realistically, the ability to take care of one’s own security is equally important as cooperation within any randomly selected organisation, or according to the legal validity of individually negotiated agreements. This also applies to the understanding and observance of human rights, without which there can be no rule of law speak of.
