Summary/Abstract: The article proves the main directions of state policy in the field of the social and labor relations and demographic development of the northern regions of Russia; the levels of responsibility are defined (state - region - corporation); recommendations to the Federal Assembly of the Russian Federation and the Government of the Russian Federation according to the solution of demographic and labor problems are provided.
