Summary/Abstract: The article examines the problem of educational reform from its social-effective and functional mechanism. The short functional analysis views the educational system as a part of any social system in its many and varied interactions. We have distinguished a specific characteristic of the educational system which describes it as a social, open system that realizes the goals and objectives of society. In this context, we raise the issue of pedagogical competence of teachers both as a socially effective mechanism of the social function of curricula, and as an effect of reaching the expected outcomes in the curricula for the elementary school stage. Approaches such as competence, activity-oriented and interdisciplinary approaches are presented as fundamental, implicit in the activities to achieve results in first grade curricula.
