Implementation of the principles of information and active participation of the party in administrative proceedings during and after the COVID-19 epidemic

Summary/Abstract: During the COVID-19 epidemic, parties to administrative proceedings found themselves in a similarly difficult situation as the bodies conducting these proceedings. It should be noted and evaluated positively that both the existing provisions of the Code of Administrative Procedure and the provisions of the COVID-19 speculation law have allowed a number of measures to alleviate the problems and inconveniences that have arisen. A citizen can inde-pendently contribute to more efficient administrative proceedings in his own case, not only during epidemics.The purpose of this article is a normative analysis of the principle of information in administrative proceedings, with attention to the challenges facing public administration during the COVID-19 epidemic, and thus their impactalso on the principle of active participation of the party in the proceedings. This study also aims to show practical ways to cope with the conduct of administrative proceedings in respect of the above principles during and after thecoronavirus epidemic. In addition, the author’s goal is to provide those interested with information on how the provisions of the Code of Administrative Procedure determine, in the practice of Polish public administration, the re-lationship between administrative bodies and administered entities in the course of administrative proceedings in terms of the principles arising from Articles 9 and 10 of the Code of Administrative Procedure.
