The Dimensions of Parliamentary Control Function Over the Executive

Summary/Abstract: Uncanny relations between legislative and executive powers – as there are regulated de jure and exerted de facto – have to be considered first as causes for the major social problems in Romania, as it is the case for corruption. Analyzing these relations, the authors approach the problem on three dimensions: of the information of parliamentary control, of the punitive capability of parliamentary control and of the inquiring and checking of parliamentary control. The conclusions show that no one of these dimensions is satisfactory for an effective control of the Executive by the Parliament.
