Summary/Abstract: Owing to the geographical conditions as to the historical and cultural links, since the VIII century Spain has been a crucial actor in the relations between European and Muslim civilization. As a member of the EU, Spain has the aspiration to be a main mediator between those two cultures in the framework of the Euro Mediterranean Partnership created officially in Barcelona in 1995. The article presents the character of Spanish foreign policy with Maghreb and Mashreq during the Franco’s regime (1939-1975), the democratic monarchy (since 1975) and as a member of the EC (EU) since 1986, especially within the Common Foreign and Security Policy established by the Maastricht Treaty in 1992.
