Summary/Abstract: The operation of a modern, flexible and efficient public administration is a prerequisite for the structural transformation of Romanian society, for the achievement of a profound reform in all socialeconomical spheres, for the increasing of the citizen’s role in decisions making. Also, the achievement of these profound changes must be entered on the details required by the European Union, which means the achievement – at deadlines- of operating standards characteristic of the member states. The current period is very complex and in many respects, unique. It is characterized by numerous and intensive changes in all areas of activity, in both scientific and applicative plans. There was a substantive change, meaning that the change became a rule, the stability which prevailed and represented a priority with only a few decades ago belongs to the past. We found it extremely useful to approach the issue of change, because this is a crucial need for organizations, which must be understood by all staff and, above all, by managers. Also, by logical arguments and using properly adapted management techniques and methods, the managers must convince the subordinates to involve themselves in the process of change, and also to coordinate all the activities they are involved in.
