Summary/Abstract: Information is every registered knowledge which may be beneficially utilised for the making of a decision. The main characteristics of a piece of information is that it must be fair (unbiased), accurate, complete, immediate, and presented in the form and volume which is acceptable for the beneficiary. The significance of information for the progress of every society is invaluable for it underlies all decisions: administrative, political, expert, military, etc.. Our self-management society undertakes efforts to inform all structures of society in two ways: firstly, by developing production and society and the relations within them with a view to expressing all public activities and making it a guarantee of the influence of the working people on it, and on the other hand, organising the process of work on the gathering, processing, and distributing information which is operated through specialised institutions. Due to these very facts, the specialised institutions for the gathering, processing and distributing information are very significant within the framework of the omnipopular defensive war and our socially organised defensive activities within the area of residence. The activities of these institutions are the confirmation of the idea (concept) that the defense and security of our country must be the sonstant concern of all factors (subjects) of our self- -management socialist society. The significance of the institutions entrusted with the informative activities would be exceptional if a possible aggression on our country took place. For that reason these institutions must take steps to make preparations for functioning in wartime circumstances during peacetime. This activity must be synchronized with the preparations which are taking place in all social and political organizations, social and political communities, military forces and other factors, which in the elaboration of their plans must provide for the intensive functioning of all institutions dealing with informative activities.
