Summary/Abstract: Despite the huge advances of human civilization, the relationship between the human individual and the state has remained distant and strongly stigmatized by distrust and the abuse of power, issues which have brought modern democracies into the same centuries-old dilemmas: the human standard of living. Thus, at this beginning of the millennium, we observe that the human right to a decent life, a fundamental right guaranteed by the states, and above all, a true cultural, spiritual and material dimension of the human being, stubbornly attempts to try the democracies of the modern states through the distance of power, a true Gordian node of the quality of life.
