Identification of fuel poverty causes in Poland using soft modelling

Summary/Abstract: Fuel poverty is a phenomenon which is not easy to quantify. Households’ insuf-ficient income, high prices of energy and low energy efficiency of dwellings as well as adverse climate conditions are commonly considered the main causes of fuel poverty. The paper presents a soft model concept in which those causes and fuel poverty are considered as latent variables. In the empirical survey a set of adequate indicators (observables) for Polish voivodeships reflecting these phenomena has been searched.
