The Dilemmas of the Energy Transition from the Perspective of the Local Government Units in Poland. The Silesian Voivodeship – Podlasie Comparative Analysis

Summary/Abstract: The article discusses the problem of energy transition focusing on its regional conditions. First of all, the megatrends in development and the challenges of energy transition connected with them are characterised. The key megatrends areas and their interconnectedness are pointed out. Next, the article analyses the formal and legal conditions of the energy transition in Poland. In this context, the strategic directions of energy policies are indicated. The processes of the energy transition are analysed on the basis of the dynamics of the Energy Transition Index (ETI). In particular, the article presents data connected to the structure of the sources of energy production in Poland, the share of renewable energy sources, energy safety indicators and GDP energy consumption. Next, using the TOWS/SWOT analysis, the conditions of the energy transition of specific regions, the Silesia voivodeship in particular, and their interconnectedness are described. The analysis is completed by the presentation of good practice in energy transition in local and over local scale. The first one is Sebastianeum Silesiacum in the Rehabilitation and Recreation Centre led by the Science and Research Institute of Father Sebastian Kneipp in Kamień Śląski. An example of good practice of over local significance is a complex approach to clean energy development and an increase in safety and energy effectiveness implemented in the Białystok Functional Area. On the basis of the carried out analysis and considerations, the authors develop proposals and recommendations for implementation of the energy transition.
