Summary/Abstract: How much developed or undeveloped are we? Do we or don’t we have coherent development policies? Are we or aren’t we developing? Is economic growth helping us sufficiently on our way towards development? And finally, are we or aren’t we clear about the concept and dimensions of development itself? ... concerning the relationship between growth and development? Following attentively and progressively the vision of Albanian political spectrum regarding these questions, the vision of main academic institutions and civil society as well, it is concluded that the questions raised as well as the lack of coherence are still significant. This unclear situation and this kind of debate are certainly typical of Albania as well as of all countries in the world, but in particular of developing countries, which in the effective conditions of globalisation, present financial-economic crises that is affecting many countries are deeply reflecting over their strategies and policies towards socio and economic development. In the core of debates stands the “concept of development”, the way the fundamental theories of development or rich western countries’ experiences are absorbed by different countries and nations. The question of defining the “development model” still remains a big question mark to many countries and international institutions while it is normal for Albania the debates and suggestions to reflect confusion and insufficiency in response to this paramount issue.
