Summary/Abstract: Recently, GEO no. no. 37 of May 5, 2021 for the amendment of the Labour Code was rejected by the Chamber of Deputies. The GEO was presented by the Ministry of Labour at that time as a tool for “debureaucratization” of labour relations, intended to ensure “the flexibility and adaptation of labour relations to the current socioeconomic realities” for approximately 500,000 micro-enterprises with up to 9 employees (according to its preamble). Correspondingly, the rejection of GEO no. 37/2021 drew criticism from the initiator of the normative act and was negatively reflected in mass-media, considering that thus, hundreds of thousands of employers will be forced to fill in “tons of papers”. Does the internal regulation represent a simple formality that burdens the business environment and limits its expansion, or is it a true Ace in the employer's sleeve?
