Summary/Abstract: This article examines Deng Xiaoping’s doctrine “One country two systems” and its application on Hong Kong and Macao. This topic is rather unique as a phenomenon in international politics and it is a precedent in theory of comparative politics of unitary states. There are unitary states with autonomies e.g. Spain, however until now, there is no state but PRC, which entails two economics systems and three political and judicial traditions like PRC does . The article analyzes the background – why was this doctrine created and how. Second, it analyzes how the “One country two systems” doctrine implemented is. For this purpose, I examined the “Basic Laws” of Hong Kong and Macao. Third, the article analyzes, how the Beijing officials understand this system and what their positions to SARs are. The article examines three key branches closer: the position of the regional governors, the position of the regional legislative bodies and room for maneuver of SARs’ representatives in field foreign policy according to the “Basic Laws” and their relations to PRC central authorities. The article is concluded with an evaluation of the implementation of the “One country two systems”.
