On the relevance and nature of the applied linguistics -scholarly contributions to the speech sciences

Summary/Abstract: This article aims at introducing data, explanations and interpretations concerning the nature of the scholarly contributions in a particular field of linguistics, namely the applied linguistics, and the status of this discipline within the framework of the speech sciences nowadays. Based on the studies and experiences already obtained in the European linguistic thought and beyond, applied linguistics is viewed as a discipline included in the speech sciences but also as a discipline par excellence for a number of reasons: it is a new discipline, lately institutionalized in the linguistic thought, but at the same time it was present as an internal tendency and need of the linguistic reviews of all times; applied linguistics is an autonomous discipline and at the same time is a (meta-) discipline which includes a number of (sub-) disciplines related to speech and language; it is an applied discipline which however processes linguistic theories in order to analyse various profiles in its studies’ objective; its research aims at solving issues that the today’s society encounters when using language in communication. In order to point out the particularities of this field of study, the epistemological context in which this scholarly discipline is constructed, and the aim of its study objective, concepts and methodology followed, the article focuses on the following issues: the character of the insight obtained by the linguistic theoretical and applied disciplines and from this point of view, the distinction between the knowledge obtained in linguistic theoretical disciplines from those in applied linguistics; the tradition inherited in the implementation of the linguistic knowledge before the institutionalisation of the applied linguistics and in addition, the criteria for the inclusion of the linguistic knowledge in applied linguistics; the more direct epistemological context in which the applied linguistics has been institutionalised (meaning the cognitive and social institutionalisation of this discipline) and the specification of its study objective; the rush developments and the abundant scientific contributions from the experiences gained in different countries and the specific issues in the respective countries as a result of the peculiarities of social developments and the demands of the social environment towards linguistics. In this article are assessed the (chronological) contributions to this discipline in Albanian linguistics and is particularly underlined the need for a deeper analysis in a number of fields among which: teaching and learning languages (and closely related to it, studies of the speech sciences on the Albanian phenomena and their use in various communicative situations); in the field of translation, not only that of artistic literature but also in other fields of social activity; in the field of terminology which requires a great deal of work and study in these times of hasty developments in science and technology; in the field of language information processing, in order to draft and regulate the data of spoken Albanian corpus, and likewise the drafting of electronic dictionaries of various character (giving the necessary priority to the preparation of electronic grammar and spelling checkers as a means in the everyday use of Albanian); in the field linguistic data reviewing for “professional languages” and speeches in specific working sectors according to professions and different professional groupings; in the field of linguistic statistics and processing of linguistic data for different subsystems of Albanian; in the field of study that deals with pathologies and speaking disorders in specific age-groups, etc. Deeper studies and practical solutions proposed in these fields would enable further steps towards cognitive institutionalisation of this subject in Albanian linguistics. In addition, the article stresses the need for a fuller social institutionalisation of this discipline in the Albanian scientific environment, which means the institutional representation of the scientific community of this field of study through the establishment of associations or research centres for the Albanian applied linguistics according to already successful models that function in many countries across the world, and the membership of this association in the International Association of Applied Linguistics (the French acronym is AILA for - Association Internationale de Linguistique Appliquëef the publication of a specialised periodical, that is a journal (or journals) which would continuously promote the results of the scientific work of the scholarly community (which may include not only linguists but also various scholars, specialists, engineers, technicians, IT professionals who work in the fields of programming and information and technology communication); in addition is strongly suggested the establishment and promotion of applied linguistics departments in Albanian universities, etc. Overall, the article emphasises the idea that fields of research and study such as applied linguistics are initiated and developed first and foremost by the everyday need of people to achieve communication. The delay or slow pace in the development of the applied linguistics has a direct influence in the present and certainly on the future of different individuals and social communities, due to the peculiar nature of the questions dealt with and the character of its outcomes and contributions. Therefore, even in the Albanian scholarly thought, the pace of development of applied linguistics must be estimated considering the functions that it has/must have, and the particularity of its social utility.
