Summary/Abstract: Health security has been among the main priorities of the EU since its creation. In recent decades, more and more factors influence the level of health security. Some of the most serious challenges are the deterioration of the quality of life, the aging of the population, the lowering of the health status of the majority of people, etc. In addition, cross-border threats and the growing risk of financial deficits (underfunding) in national health systems contribute to a stronger sense of insecurity. The EU needs a new health security policy so that it can deal with modern challenges
