Summary/Abstract: Speaking is not just a simple communicative process. To speak is to revive or kill your interlocutor as the word itself is a source for both life and intelligence. Language can thus be the main source of social conflicts, hence mastering a foreign language within a globalizing environment is as important as knowing strategy or negotiation. Conversely, teaching a foreign language via virtual learning environments has been a challenge which still poses questions both for the system and for those involved, especially if the system in focus is military. The present paper tackles issues related to why and how, to when and what methods should be used, which policy is most effective and who the best actors are in online/distance education foreign language courses. Comparisons will be drawn to other related cases. The paper is meant to be an X- Ray of a Romanian eLearning experience in teaching specialized English.
