Summary/Abstract: Beginning with the Cooperation Summits in 1992, the Turkish Speaking Countries carried on with the Turkic Council in 2010 and the Organization of Turkic States in 2021. With the victory in Karabakh, they are headed toward becoming a significant regional player in the geopolitics of Asia, the Caucasus, and Europe. Following the victory, Turkish states have formed alliances based not just on cultural and historical ties, but also on common interests. The purpose of this study is to present a comparative examination of Turkish states' attitudes toward Azerbaijan during and after the re-incorporation process of the Karabakh territory into Azerbaijan. The primary hypothesis of this study is as follows: Although the Turkish states were distant and frightened toward Azerbaijan throughout the Karabakh battle, they bravely extended their collaboration following Azerbaijan's historic victory. This victory in Karabakh served as a powerful wake-up call for Turkish states. The most important aspect of this paper is that it is the first article written in English on this subject so far. It will make a tangible contribution to the literature in this sense.
