CITIZENS' ACCESS TO CONSTITUTIONAL JUSTICE AS A MEANS OF PROTECTING CONSTITUTIONAL VALUES. ANALYSIS BASED ON EXAMPLES FROM CIS COUNTRIES

Summary/Abstract: In the present article, is analyzed the elaboration of the hierarchy of constitutional norms and fundamental values based on the constitutional order of the CIS countries and the cultural, historical and political specificities of each State. In fact, the author starts from the premise that, in order to effectively guarantee the rights and freedoms of citizens, they must be able to assert their violation before the constitutional judge, by direct or indirect referral. Thus, the article addresses the modalities of referral to the constitutional judge in the CIS countries and the reforms adopted in this regard in recent years.
