Summary/Abstract: The paper discusses the basic documents of Bulgarian state institutions concerning the integration/inclusion of Roma in Bulgarian society as well as the activities of various state and local institutions and civic agents in implementing the objectives as defined by the documents. The thesis is that, despite the quantity of documents and the good intentions they contain, the activities of the institutions are ineffective and those of the civic agents are inadequate. Various factors could be „blamed“for the discrepancy between „words“ and „deeds“ – documents and reality. In my opinion, however, the main obstacles are the insurmountable negativism towards Roma people in general, the growing negativism towards the so-called Roma projects, and the local political actors reluctance/fear to work for the fulfillment of the objectives determined by the state and municipal documents. In such a context, one could hardly anticipate that the goals, tasks and expected results, as declared at the state level, will assume any reality in the life of concrete Roma communities in concrete localities where the good intentions of state institutions/national policy should actually be materialized.
