Summary/Abstract: In this article, the author analyses Shkodra citizens' Memorandum sent to Great Britain's Prime Minister, Earl of Beaconsfield on 13 June 1878 requesting the formation of Albanian independent state and the autonomist Program of Prizren Assembly of 15 June 1878. These turns, irreconcilable with each other, are explained by Berlin Congress decisions, which opposed San Stefano Treaty. In the Memorandum of 13 June, Albanians reasoned with convincing arguments for the moment that this demand to create Albanian independent state complied not only with Albanian people's interest but also with the European civilization interests. Representatives of Albanian political and social opinion of the time saw the way out in guaranteeing Albanian independence not only for the moment but for the prospect as well. We find here a radical decision. He reaches the conclusion that Albanian political thought, regardless of tactical attitudes, reached its highest maturity since the beginning of the Eastern Crisis in the 70s of the 19th century. The article highlights that Albanian National Movement program was worded and presented openly within Albanian regions, something that is not without importance. It was not occasional that Shkodra city became the cradle of drafting and presentation of Albanian National Movement program for national liberation before European diplomacy.
