Summary/Abstract: After the break of political and economic relations with Yugoslavia in 1948 and Albanian leadership orientation by Soviet Union Communist Party, propaganda for violation of citizens’ freedom and democracy stopped in all levels of Albanian party and state. In this framework, some party cadres and common members showed reservations for the nomination of leaders and decisions taken by ACP [Albanian Communist Party]. Therefore, it drew their attention to put an end to these harmful manifestations. Bodies of justice, in particular, tribunals and prosecution offices manifested the phenomena of free thought. They tried to interpret laws after their own judgment, independent of Party political orientations, but such an attitude was considered “liberal” and “opportunist”. The Political Bureau analyzed “opportunist” manifestations in July 1949, according to the report presented by Political Bureau member and Central Party Committee Secretary, B. Spahiu. This report and the Political Bureau aimed at high-ranking Justice leaders, Manol Konomi, Bilbil Klosi and Gaqo Floqi, because they had given soft punishment for the enemies. Justice bodies’ leaders did not accept this political bureau conclusion. According to them, verdicts taken for defendants were based on the law; there were even cases when death penalty verdicts were given that could not be justified.
