Regionalism in the air transport

Summary/Abstract: We can recently observe significant growth of the air transport in the world. There are many factors which determine this development. The liberalization process initiated by the deregulation of the air transport market in the United States in 1978 can be regarded as one of them. In the next years liberalization subject to international air services agreements concluded bilaterally. Since the late 80s of the last century we can also observe a tendency to multilateral liberalization, the best example of which is the gradual liberalization of the aviation market having an international character in the European Union. The aim of this article is to answer the question whether in the other regions of the world there is a phenomenon of liberalization of the air transport market through signing multilateral agreements, and if yes, whether we can call this phenomenon as regionalism in the air transport. First the paper presents the concept and types of regionalism. Then, the principles of the Chicago-Bilateral System, which have regulated international air transport since 1944, are described. The process of liberalization of international air transport is presented and described, with particular emphasis on open skies agreement. Next the list of multilateral liberal air services agreements concluded in different regions of the world are shown and chosen examples of multilateral agreements are described. Research and analysis of information on concluded air services agreements obtained from the website of International Civil Aviation Organization presented in the paper revealed that already in the 90s in different parts of the world we had to deal with the conclusion of regional multilateral air transport agreements with the nature of liberalization. According to the author, this phenomenon can be called regionalism in the air transport.
