Summary/Abstract: Border province status was a disadvantage for economic development, and political-military Scythia Minor province being in the path of migratory populations attacks. By 540, the province of Scythia experienced a period of economic prosperity, as indicated by the coefficient currency/year. From 538-540, the emperor Justinian program was formalized and the restoration and building of various cities, the development of the province, as well as the entire Balkan basin was marked both by sequence attacks slavo-cutrigure and bulgarian-hune, which led the stagnation of economic development and the devastating effects of the plague.
