Summary/Abstract: The theoretical conception of special education service quality and analysis of the factors, conditioning special education help, are analysed in this work. Headmasters rate the possibilities to perform the functions of a special teacher most favourably, special teachers – most unfavourably. All respondents favourably rate the possibilities to realize the functions. Work with special needs children, administration, teachers, documents is rated most favourably. Most unfavourably is rated the function of communicating and collaborating with parents who have children with special education needs.
