Summary/Abstract: The international legal and political order established in 1945 as an improvement of the League of Nations’ system based on the Paris Peace Treaties of 1919 can be seen in the text of the UN Charter. Thus, from the Preamble, this document translates into the UN’s People decision to join efforts in order to maintain international peace and security, the acceptance of the principles and the institution of methods to ensure that armed force shall not be used, except in the common interest of maintaining international peace and security as one of the main ambitions of the organization. The essence of the international public order established after 1945 is found in Chapter V of the Charter dedicated to the Security Council to whom it is conferred by the UN members. It has the primary responsibility in maintaining the international peace and security, to ensure prompt and effective action of the organization; this body acts on behalf of all the states in carrying out the duties under this responsibility, in accordance with the Purposes and Principles of the United Nations.
