Summary/Abstract: In the European Union the principle of free circulation of persons applies, most of the times translated by the free circulation of labor. Although a widely admitted principle, for almost all residents of the European Union there are certain restrictions that do not impair yet with its application. On the contrary, for the citizens of third states, the accession to the European Union and the access to the labor market in the community area are much more difficult. As for the circulation of the citizens from third countries, the member states of the European Union have not agreed upon a common policy yet.
