Summary/Abstract: The essential purpose of public administration reforms, which are presupposed by the global change, is realising the guidelines for government strategy, to modernise the necessary programmes and projects of public policy-making and administration. Innovative business management, affected by the conditions of information society, knowledge society and high technologies, becomes a very important element, factor and management instrumentation. The generation and implementation of innovative ideas is a systematic and complex phenomenon, requiring integrate efforts of all kinds and levels of governmental and public sector, overcoming the problems, obstacles and even some innovative process-braking mechanisms. The article focuses on the typologisation of innovation obstacles and problems in the public sector. By using the meta-analysis method, the authors attempted to model interferences of the barriers to innovation: political and legal environment, the objectives and provisions of interest groups and some pathology of bureaucratic management structures. Special attention in this article is paid to the disclosure and assessment, application of extrapolated methods in the factors of innovative activity risks and organisations practice, predicting the potential structural dimensions of activity risk, which are related to the problems in organisational psychology.
