Summary/Abstract: This paper describes the role of risk management in managing territorial self- -government unit (TSU). Then it presents advantages of creation and implementation the risk management system in TSU. It also points difficulties in that process and next characterizes different kinds of action to create and implement the risk management system in TSU step by step.
