Risk management system in territorial self-government units – outline of the issue

Summary/Abstract: The continual changes of risk in the activity of territorial self-government unit (TSU) cause that risk management should be the dynamic process. It is necessary to use periodical risk analyses and to make the needed changes of reaction on the different types of risk in the activity of TSU. The effective implementation of risk management is a complicated task, demanding creation of an appropriate management system in TSU and the modification of the way of thinking about the activity of TSU (possible influence of TSU on surroundings and control of its impact on TSU).
